CCNL Construction, consolidated text signed: what changes for businesses and workers

The consolidated text of the National Collective Labor Agreement (CCNL) for the construction industry was signed, with the aim of making the sector’s contractual framework clearer, more coherent and applicable, in light of the innovations introduced with the CCNL renewal of 21 February 2025.

The signing took place at the ANCE headquarters, in the presence of the president Federica Brancaccio and the general secretaries of the trade union organizations (FenealUil, Filca Cisl and Fillea Cgil), confirming a shared path between the social partners.

A coordinated text to simplify the application of the contract

The new document was created with the aim of harmonizing the contractual provisions stratified over time, coordinating the rules introduced with the latest renewal with the previous agreements. It is therefore an organic version of the contract that aims to:

  • facilitate the interpretation and application of the rules;
  • make the tools and protections provided for by the CCNL more accessible;
  • ensure greater uniformity in application across the national territory.

In this sense, the consolidated text is configured as an operational tool for companies and operators in the sector, as well as a reference for the management of working relationships on construction sites.

More attention to welfare, safety and innovation

One of the qualifying elements of the consolidated text is the strengthening of the contents linked to:

  • contractual protections;
  • bilateral welfare;
  • safety at work;
  • innovation in the construction sector.

In fact, the document highlights the progress made in recent years by the bilateral construction system, highlighting already existing tools and measures and improving their usability for businesses and workers.

A defense against contractual dumping

The signing of the consolidated text also takes on particular importance in light of the current context, in which the sector is exposed to the risk of so-called contractual dumping, or the application of non-representative or less protective contracts.

In this context, the CCNL for construction, in its coordinated version, presents itself as a guarantee of quality and legality, contributing to:

  • guarantee homogeneous working conditions;
  • protect workers’ rights;
  • promote fair competition between businesses.

A stable reference for the construction sector

With the signing of the consolidated text, the social partners consolidate a contractual model oriented towards the quality of work, safety and transparency.

The document therefore represents not only a formal update, but also an element of regulatory stability for the construction sector, offering a clear and shared framework for the organization of working relationships and for the operations of companies.
