Two important changes to the DPE appeared at the end of summer

DPE 2027: the new decree of June 11, 2026 adapts the diagnosis to European rules, creates the A0 mention and imposes six new pieces of information.

The decree of June 11, 2026, published in the Official Journal of August 13 only, adapts the DPE to the requirements of the European Directive on the Energy Performance of Buildings of April 24, 2024, which aims for a carbon-neutral building stock by 2050. This directive imposes a energy consumption reduction schedule for new and old buildingsframes theharmonization of different diagnoses (DPE) across the European Union and requires transposition by Member States.

THE new decree of June 11, 2026 on the DPE applies from January 1, 2027. It modifies the decree of March 31, 2021, creates the A0 rating for zero-emission buildings and adds six new disclosures.

A0: zero-emission buildings

There mention A0 requires that a building be classified A or B, within the meaning of the DPE calculation methodand that no heat production equipment for heating and hot water uses fossil energy. Please note, A0 is not a new eighth class: classes A to G and their energy consumption values ​​in kWhEP/m2.an do not change. A high-performance home, equipped with a very recent gas condensing boiler, will not be able to receive the A0 rating. On the other hand, an all-electric home that is a little less efficient from the point of view of its energy consumption, but classified A or B within the meaning of the 3CL-DPE 2021 calculation method, may receive this mention.

Let us also remember that the Ministry of Ecological Transition had submitted for consultation, from July 9 to August 6, 2026, a draft decree which lowers the conversion coefficient of electricity into primary energy from 1.9 to 1.7 from January 1, 2027. This new value was confirmed on August 13. These two types of changes to the DPE will therefore come into force on January 1, 2027.

Six new pieces of information

According to the decree of June 11, 2026, it will be necessary add to DPE :

– annual renewable energy production – electricity or heat – on site in kWh and by source;

– the total renewable energy produced on site compared to the total final energy consumption, as well as, by renewable energy source, the production of renewable energy produced on site compared to the final energy consumption – the energy consumption to be considered contains self-consumption.

On this last point, in the case of a collective building, the renewable energy production of a dwelling is calculated by distributing the collective energy production of the building in proportion to the surface area of ​​the dwelling. THE DPE must mention equipment linked to renewable energy and the decree proposes a restrictive, but broad, list: thermal solar panels, photovoltaic solar panels, heat pump (excluding geothermal heat pump), geothermal system, thermodynamic water heater, wood heating system, efficient heating or cooling network, wind turbine(s), cogeneration system. Each of these pieces of equipment is represented by a pictogram appearing in the new decree and which can be downloaded in PNG and SVG formats. They will have to be used on the DPE document established for housingmentioning the equipment in question.

Efficient heating and cooling networks are defined by article L-711.4 of the energy code. The rates of renewable energy and recovery of heat and cold networks are specified in appendix 7 of the decree of September 15, 2006, relating to energy performance diagnosis for buildings or parts of buildings other than existing housing offered for sale in mainland France. By default, heating or cooling networks which are not listed in Annex 7 are not considered efficient. In addition to renewable energy equipment present in the accommodationit will be necessary mention renewable energy equipment not present in the accommodation.

In addition to the six new pieces of information presented here, it will also be necessary to indicate what the air renewal is in m3/h and divide it between ventilation and air permeability of the home. Which will not be simple, especially for old housing. © PP

– the main vector or the main energy source in primary energy and final energy;

– an assessment of the remaining life of the heating system, as well as the air conditioning system if there is one; no method of evaluating this remaining lifespan is proposed, which can create a difficulty for diagnosticians, because the DPE is an enforceable document;

– the ability of transmitters to operate at low temperatures; the aim is certainly to more easily evaluate homes for which switching from a boiler to a water/water or air/water heat pump is relatively simple;

– the ability of the individual house or dwelling to react to external signals and adapt its energy consumption in order to contribute to the flexibility of the electrical system. Tertiary buildings are not mentioned. This involves both preparing for the arrival of dynamic electricity pricing and generalizing the systems for controlling heat generators and energy storage (hot water tank, electricity storage, etc.).

Update software

To be able to respond correctly to these new requests for information, it will be necessary update DPE calculation software which use the 3CL-DPE 2021 method. The RT-RE-bâtiment site lists nine validated software programs and specifies their validation scope – existing individual housing, existing collective housing, existing tertiary buildings, new individual house, new housing, new tertiary sector, etc. :
