New rules and new texts
On the ENEA website, on the dedicated page, we find a total of 13 updated handbooks (link at the end of the article)although in reality only 11 refer to concessions still in force. The full list includes:

However, the Facade Bonus expired on 31 December 2022, while gas condensing boilers are no longer eligible for benefits from 1 January 2025.
The updates to the new requirements for interventions started from 4 February 2026 concern plants only. For construction work to insulate opaque structures, as well as for the replacement of windows and frames, solar shading, and for the installation of building automation systems, however, there is no news regarding the watershed date of February 4th.
Stop interventions that do not comply with the new requirements
The modification to the information texts therefore comes after the structural update of the electronic platform for transmitting the data necessary to take advantage of the tax relief. The portal has in fact been reprogrammed with native blocking algorithms that control the start date of the construction site, preventing the manual forwarding of practices without the new and stringent energy indicators imposed by Legislative Decree 5/2026 and definitively implemented starting from 3 August 2026.
The functioning of the portal no longer leaves room for maneuver when loading the descriptive sheets. When the technician enters a work start date subsequent to the regulatory watershed, the web interface changes dynamically, making it mandatory and binding to fill in the fields dedicated to SCOP, SEER and seasonal efficiency derived from the manufacturers’ new product sheets aligned with the RED III Directive.
End of discounts for switching from gas to pellets
The IT ax definitively hits the heating biomass sector. The system has been set up to reject at the root the historical conversions from fossil fuel to pellets: by selecting a “methane gas” or “LPG” boiler as the replaced generator, the portal automatically obscures and disables the possibility of selecting a pellet or wood stove as the new system.
The PM10 emission limit of 1 mg/Nm³ introduced by the summer decrees thus translates into a total IT block on the web, limiting the incentive for 5-star stoves only to the replacement of diesel, coal or old biomass.
The management of summer construction sites and the 90-day amnesty
The reopening of the platform at full capacity has however resolved the procedural doubts on the construction sites that remained temporarily frozen during the months in which the ENEA servers remained partially offline to allow the loading of the new control algorithms.
For all interventions started after the February watershed and completed before the web interface was updated, the official ENEA notice provided for a formal temporal amnesty. The peremptory deadline of 90 days for the electronic transmission of data exceptionally starts from the date of actual reopening and commissioning of the portal (25 June), securing the right to deduction for interventions carried out in the period in question, and thus avoiding disputes for late sending.
