Who are the subjects interested in CERs

CERs involve families, SMEs, religious and third sector bodies in a collaboration that involves the construction of renewable source systems.

The energy produced is shared and consumed locally, with direct economic benefits thanks to a twenty-year incentive provided by the GSE. The system not only reduces emissions, but promotes greater inclusion and participation of the territories in the management of energy resources.

They cannot be members or associates of a CER: central administrations, large companies and private companies with prevailing ATECO code 35.11.00 and 35.14.00.

Data: a growing sector

Paolo Arrigoni also shared some significant data which highlight the growth of CERs in Italy:“At the beginning of November 2024, 7 months after the entry into force of the new regulations, there are over 430 the new requests for access to the service for widespread self-consumption forwarded to the GSE, for one total power of approximately 60 MW.

Furthermore, through PNRR funds, more than 630 requests were forwarded for implantation in Municipalities under 5,000 inhabitantsfor one total power of approximately 55 MW. These results demonstrate a growing adherence to the CER model and a concrete desire to contribute to it achievement of the 5 GW target of new renewable power by 2027.

Tools to help with the creation of CERs

Arrigoni also underlined the importance of the tools made available by the GSE to facilitate the implementation of CERs. Among these, the interactive map of primary cabins, updated in October 2024represents an essential support for identifying suitable areas and planning new projects.

With the latest clarification from the GSE, the President explained, it turned out that “It is possible to set up a CER that operates at a national level, therefore beyond the market areas, as long as it identifies configurations within it underlying the same primary substationfor each of which an access request must be submitted.”
