Correctly managing a construction practice means dealing not only with the regulations, but also with interpretations, professional responsibilities, administrative procedures, constraints, jurisprudence and practices of the technical offices.
The objective of the course is to reduce interpretative uncertainties in the management of construction practices, by relating legal theory, municipal practices and the operational reality of the construction site. The course addresses in a coordinated way the main issues that technicians and officials encounter in their daily activity, with particular attention to application profiles and concrete cases.
The main topics of the course
The online course is aimed in particular at SUE managers and technicians, staff of municipal technical offices, officials of public bodies, designers, construction managers, architects, engineers, surveyors, lawyers, consultants and technical experts.
The program accompanies participants from reading the legislation to the construction of the procedure, up to the management of the most frequent critical issues and complex cases. In particular, the following will be explored:
- interpretation of building regulations, hierarchy of sources and relationships between urban planning, construction, landscape, safety and seismic regulation;
- responsibility of designer, works manager and other subjects involved in the practice;
- functioning of the SUE, preliminary investigation, services conference, silent consent and relations between administration and private individuals;
- building permits, abuses, essential variations, ordinary amnesty and assessment of conformity pursuant to art. 36-bis;
- Legitimate status, construction tolerances, non-conformities before 1977, changes in intended use and usability;
- operational application of the innovations related to the Save Home;
- landscape aspects, amnesties in restricted areas and seismic profiles;
- jurisprudential guidelines and operational interpretations;
- analysis of design documents, graphic schemes and real questions;
- final multidisciplinary laboratory dedicated to the management of complex cases, including conditional amnesty and Legitimate Status.
CFP accreditation is underway for Architects and Surveyors, while self-certification is expected for Engineers. All participants will be issued a certificate upon passing the final test and provided with educational material.
The teachers
Scientific coordination is entrusted to Ermete Dalprato, engineer, former senior manager of the Public Administration and scientific director of The Technical Office.
The teaching staff also includes Claudio Belcari, Salvatore Di Bacco, Andrea Ferruti, Paola Minetti and Valeria Tarroni, professionals with skills and experience gained in the sectors of urban planning, construction, administrative law and public administration.
