Noise pollution

Second only to atmospheric pollution, noise pollution is one of the main environmental problems to which Italy (and much of the rest of Europe) is exposed, as highlighted in the recent report by the EEA – European Environment Agency entitled “Environmental noise in Europe – 2020”. Hence the urgency of implementing the best practices adopted by European cities and regions that have successfully implemented a series of measures to address noise-related issues. Equally important is the need to outline an effective system of prevention and governance of noise pollution and judicial protection (in the administrative, civil and criminal fields). This manual was therefore created to respond to these needs, offering the reader the expertise of the authors, who have been active for years in the activity of legal assistance and consultancy for private individuals and public bodies for the resolution of disputes and problems relating to noise pollution. The text deals in detail (regulatory and operational) with acoustic planning: from its relationship with urban planning to the practical aspects related to the acoustic zoning of the territory and the solutions to achieve acoustic compatibility between production activities and residential buildings. The work examines in depth the procedure for the formation of the acoustic classification plan and the acoustic remediation plan, providing a complete and clear overview of the activities to be carried out, the phases and procedures to be followed and the responsibilities of the various actors involved. An equally important part of the manual deals with the very delicate issue of legal protection. In fact, specific chapters are dedicated to the system of limits and protections under the civil (neighborhood noise, exemptions, concept of tolerability, etc.) and criminal profile, which also represent a valid support for the activities of the technical consultant of the party and of the office (CTP and CTU).
