The ISEE calculation is based on Single Substitute Declaration (DSU)a document that collects data on income, real estate and movable assets, and the composition of the family unit. For 2025, INPS has further simplified the procedures, making available a pre-compiled DSU accessible via the online portal and the mobile app. This innovation aims to reduce errors and speed up compilation.

This change was introduced by the new Prime Ministerial Decree signed by the Prime Minister, Giorgia Meloni, which updates the current regulation for determining the ISEE (Prime Ministerial Decree of 5 December 2013, n. 159).

The main objective is to provide greater legal certainty to both taxpayers and relevant bodies.

In addition to government bonds, also savings collection products guaranteed by the state, such as postal savings bonds hey postal savings bookswill be excluded from the calculation. Furthermore, for families with disabled or non-self-sufficient members, the decree introduces further exemptions: welfare, social security and compensation payments received due to the disability will not be considered as income.

These families will also be granted an increase in the equivalence scale parameter, equal to 0.5 for each member with medium, severe or non-self-sufficient disabilities.

The decree provides for a transitional phase: the ISEE certificates already issued will remain valid until their natural expiry. However, families will be able to request a new updated certificate based on the new rules, once the decree is published in the Official Journal.
