A decree and two orders published on August 25 modify the rules of MaPrimeRénov’ and energy savings certificates (EEC). These new provisions will apply from September 1, 2026.
In the last days of August, three texts modify MaPrimeRénov’ and the CEE and apply from September 1, 2026: Decree No. 2026-822 of August 25, 2026 amending Decree No. 2020-26 of January 14, 2020 relating to the energy transition bonusthe decree of August 25, 2026 modifying the decree of January 14, 2020 relating to the energy transition bonusthe decree of August 25, 2026 amending the decree of November 17, 2020 relating to the technical characteristics and terms of carrying out work and services whose expenses are eligible for the energy transition bonus and the decree of March 30, 2009 relating to the conditions of application of provisions concerning interest-free repayable advances intended for financing of renovation work to improve the energy performance of old housing.
The route per gesture is greatly reduced
In short, these three texts further considerably reduce the work “by gesture”. Indeed, in mainland France, MaPrimeRénov’, from September 1, will no longer finance the work by gesture relating to solar thermal equipment intended for heating, nor solar equipment for the production of hot water, nor hybrid thermal and photovoltaic solar collectors. Thermodynamic water heaters, ventilation, thermal insulation, as well as independent wood or other biomass heating equipment are also excluded from the route by gesture from September 1st.
The second decree of August 25 maintains all of the above equipment within the scope of the ecoPTZ loan: they therefore remain eligible for the zero-interest loan, but which must be repaid. The technical and efficiency criteria which concerned these work by gesture are repealed in the text relating to MaPrimeRénov’, but repeated identically in the text which gives them access to the eco-PTZ. THE remaining work per gesture are accessible to housing classified F or G within the meaning of the DPE until December 31, 2027 in mainland France.
The obligation to provide a DPE for the remaining work activities in mainland France is also postponed from January 1, 2027 to January 1, 2028.
Increase in CEE for solar thermal
If solar thermal solutions are now excluded from work by gesture as part of MaPrimeRénov’a decree of August 17, 2026 creates new EEC enhancements for the BAR-TH-101, BAR-TH-148, BAR-TH-162 and BAR-TH-168 forms and modifies the improvement relating to the BAR-TH-143 form.
The BAR-TH-101 sheet – Individual solar water heater – sees its coefficient increase to x5 (low-income households) and x4 (other households). While the BAR-TH-148 sheet in Metropolitan France – Thermodynamic storage water heater – increases to x7 for low-income households and x4 for other households.
Sheet BAR-TH-162 – Photovoltaic and thermal energy system with water circulation – increases to coefficient x5 for low-income households and x4 for other households. The BAR-TH-168 sheet – Solar thermal device – also goes to coefficient x5 and x4. Just like the BAR-TH-143 sheet – Combined solar system – which sees its Boost Heating bonus modified, with the same coefficients x5 and x4.
Condition common to all these improvements: the operation must not lead to the installation or maintenance of a heating and/or DHW system incorporating equipment that may use fossil fuels.
Renovation of modified scale in a detached house
The first decree of August 25, 2026 now specifies that in the part of MaPrimeRénov’ Accompanied coursework consisting of installing or maintaining a heating or domestic hot water production system using at least one device running on fossil fuels is no longer eligible. An exception is made for equipment connecting to an urban heating or cooling network, as the majority of the energy it uses is provided by renewable energies.
CEE and major renovation boost
The decree of August 17, 2026, published in the Official Journal of August 23, modifies the sheets BAR-TH-174 “Scale renovation of an individual house (metropolitan France)” and BAR-TH-175 “Scale renovation of an individual apartment (metropolitan France)” as well as the associated Coup de Pouce “Scale renovation of an individual house or apartment” system, from September 1. The decree refocuses the scope of eligible housing to energy class E to G housing. It also refocuses the “Major Renovation” boost to individual houses in the social housing stock for housing not eligible for aid from the National Housing Agency. It conditions the BAR-TH-174 standardized operation sheet for individual homes whose heating and domestic hot water production is completely carbon-free after work. It updates the definition of social housing. It modifies the rule for cumulating EECs for large-scale renovations with operations in the same category of work by taking into account the date of completion of the work.
The decree also modifies the incentives for the purchase of an electric vehicle, depending on the type of vehicle, its total cost and the type of beneficiary household, but not always in the expected direction. For example, for operations falling under the “new light vehicle M1” category of the standardized operation sheet TRA-EQ-117, the total volume of energy savings certificates issued is multiplied by:
– a coefficient of 8 for operations for the benefit of households experiencing energy poverty as defined in II quater of article 3-1;
– a coefficient of 14 for other households.
Otherwise, MaPrimeRénov’ is always closely focused on heating and hot water production needs. The summer heat waves did not lead to the incorporation of air/air heat pumps, almost always reversible, within its scope.
