What is one and what are the advantages

Let’s take a step back: what is one and what are the advantages? The renewable energy communities are groups of private individuals, SMEs, local or third sector authorities who join for produce, consume and share renewable energy. The producers, i.e. those who have a renewable energy production system (often these are photovoltaic systems), virtually make the energy that do not use other members of the community available, i.e. consumers.

THE advantages They are numerous and are of a social, economic and environmental type. From the point of view economicfor each kWh of shared energy, the energy community receives one prize ratean economic incentive recognized by the GSE for 20 years and which is then divided among all members of the Cer.

To further encourage the spread of energy communities, the government has decided to allocate part of the PNRR funds (National recovery and resilience plan) to finance a Lost a contribution which allows you to cover up to 40% of eligible expenses for the construction of renewable energy production plants. Until a few months ago, this contribution was reserved for systems installed in the municipalities with less than 5,000 inhabitants. With the new decree, however, it is now possible to access it even if you want to install a system in the Municipalities under 50,000 inhabitants. But let’s see more in detail how it works.

Who can access the contribution to a lost fund?

The difference is enormous: Italian municipalities with less than 50,000 inhabitants represent More than 95% of Italian countries and cities. This means that now there are very few people and realities that cannot access it. But who can request it?

  • The natural persons;
  • The SME (instead, large companies and some atheist codes relating to the sale of energy cannot request it);
  • The local authorities;
  • The religious and third sector bodies.

The only constraint concerns the fact that they must join a renewable energy community.

Do you need to have your registered office or residence in a municipality under 50,000 inhabitants? No. The requirement for the request for the contribution concerns The place where the system is built, not where the subject is based which proposes or participates in the community. So:

  • A SME with registered office in a large capital can install a system in a municipality under 50,000 inhabitants, if it has a secondary seat or a warehouse, e However, access the contribution.
  • The same goes for citizens or entities.

The important thing is that The system is physically located in a municipality below the threshold and that those who require the contribution has a bill installed in its name.

What are the timing to be taken into consideration?

The decree sets some fundamental deadlines:

  • Completion of the works: by June 30, 2026
  • Entry into operation: within 24 months from completing the worksAnyway no later than 31 December 2027
  • Deadline for submitting applications: November 30, 2025except in advance of the funds

For those who want to take advantage of it, it means planning carefully authorization times, buildings and bureaucratic In order not to risk losing access to incentives.

For private individuals, the contribution can be combined with the tax deduction?

No, the Lost contribution of 40% cannot be combined with the tax deduction (50% on the first houses, 36% in other cases). It is therefore important evaluate case by case Which incentive is better, also based on the availability of funds and its specific situation.

Are the prize and contribution rate to be cumulative?

The reward rate recognized to the Cer on the basis of shared energy and the lost -end contribution can be combinedbut under some conditions.

The mechanism provides that if a plant has benefited from the lost contribution theA CER RECEIVE A Reduced prize rate to avoid double incentive. However, there is aimportant exception: If shared energy goes to natural persons (private citizens), The rate is not reducedeven if whoever installed the system obtained the contribution.

It is clear, therefore, that the new decree on Cer has opened many more possibilities than a few months ago. But as often happens, The opportunities are real only for those who have clear times, rules and methods of access. This is why it is important that technicians, designers and businesses will be updated and, when possible, lean on expert partnerscapable of managing both the design and administrative part.

A concrete example is Svea Solara company specialized in photovoltaic systems and which also offers its customers free entry into its renewable energy community, active from July 2024. Through his CerAlready operational throughout ItalySvea Solar allows you to easily access incentives e maximize the economic benefits For private individuals and SMEs.
