New report pursuant to Law 10 and APE: what changes with the Minimum Requirements Decree 2025, an online course

With the entry into force of the new Minimum Requirements Decree, the regulatory framework regarding the energy performance of buildings undergoes a significant update, with direct repercussions on design, thermotechnical checks and the drafting of technical documentation.

The innovations concern in particular the report pursuant to Law 10/91, which is being profoundly updated, and the Energy Performance Certificate (APE), destined to evolve with new criteria and calculation methods.

Course objectives

The course, entirely online, is intended as a complete operational guide, going beyond the simple reading of the standard to analyze its real implications in the daily work of technicians. In particular, the path allows you to:

  • understand the new regulatory framework and the relationship with Legislative Decree 192/2005 and the previous Ministerial Decree 06/26/2015;
  • evaluate the impact of the new provisions on shell-system design choices;
  • update the methods of drafting the technical report pursuant to Law 10;
  • correctly apply the new verification and calculation criteria;
  • address the innovations introduced in the drafting of the APE.

The course is aimed in particular at thermotechnical designers and energy certifiers, architects, engineers and surveyors, construction managers, energy consultants and EGE (Energy Management Experts).

Course contents

One of the main focuses of the course concerns the review of the technical report pursuant to Law 10/91, with practical indications on how to adapt to the new operating methods. Among the most relevant aspects:

  • updates in calculation parameters, including the heat transfer coefficient H’t;
  • new management of thermal bridges, now integrated into the reference building;
  • changes to the very concept of reference building, with direct impacts on design checks.

These changes require a concrete update of the procedures and tools used by designers. The course also addresses the so-called “EPA revolution”, with an in-depth analysis of the new methods of drafting the Energy Performance Certificate. In fact, operational indications will be provided to correctly interpret the new criteria and to integrate the changes into daily professional practice, avoiding errors that could compromise the validity of the certification.

A further area of ​​update concerns the plant design and the new provisions linked to charging infrastructures for electric vehicles, which are increasingly integrated into building requirements. The course analyzes the technical and regulatory implications of these innovations, providing useful indications for the design and verification of systems.
