Integration of information requirements in Public Contracts
An important addition is represented by the paragraph 2-biswhich requires contracting authorities and granting bodies to specify the information requirements based on strategic objectives and design level.
This measure allows for a better data integration generated during all phases of the intervention life cycle. The new regulation thus aims at a more structured and integrated information management, allowing a unitary and coherent vision throughout the entire project process.
Still on the subject of information requirements, with the Correctivo, it comes eliminated the last period of paragraph 4which previously established that these requirements were made explicit in the feasibility documents of the design alternatives and preliminary direction, allowing the integration of the data structures generated throughout the entire process.
Appointment and training of managers and coordinators among the employees of the contracting authorities
THE’article 1, paragraph 3already provided for the appointment by the contracting authorities of a manager of the data sharing environment and at least one digital process manager. Unlike previous provisions, these roles must now be preferably assigned to employees of contracting authorities even with fixed-term contracts, with one documented direct knowledgethrough theobservationtheuse and the professional practice or by frequency, with profit or through specific training courses.
Furthermore, in case of lack of qualified internal staffthe law provides for the possibility of entrusting these roles to external professionals, according to the provisions of the procurement code.
Inconsistencies between digital data and traditional graphic documentation
A further point to underline concerns the prevalence between information models and graphic works. In case of inconsistencies between the digital data and the traditional graphic documentation, the graphic documents prevail.
The provision, foreseen at letter h) of paragraph 10establishes that in case of proven inconsistency between information models and graphic and documentary documents, contractual prevalence is attributed to the latter.
The reference is to letter g) of paragraph 10 which establishes that until the mandatory introduction of methods and tools BIMthe contractual prevalence of the information contents is defined by their explanation through graphic and documentary documents in strict coherence, possibly, with the information models and data structures with regards to the geometric, dimensional and alphanumeric contents.
Specialist report on information modeling
In the new text of paragraph 11we move from the expression “use of digital information management methods and tools” to “adoption of digital information management methods and tools”. This change implies a more structural and permanent approach, highlighting that the adoption of digital methods becomes an integral part of operational processes.
While the pre-Corrective text required the delivery of the “information model of the work carried out”the new text specifies that the contractor must provide “information models updated during the construction of the work and corresponding to what has been achieved”. This change underlines the importance of having updated data representative of the actual state of the work at the conclusion of the project.
The new text also provides for the delivery of one “specialist report on information modeling”. This report must attest to the compliance with the information specificationsadding an additional level of control and documentation that was not foreseen in the previous text.
