Ministry confirms October 1st deadline
In the last few days, some hypotheses of an extension of the entry into force of the credit-based driving licence had been aired due to the concerns have arisen regarding the operation of the system. However, the Ministry of Labor reiterated that no extension is foreseen and that everything will be ready by October 1st. This decision clashes with the requests put forward by both members of the majority and the opposition, who had presented amendments to the Omnibus decree to postpone the entry into force of the driving licence by three or even six months.
The main trade unions in the construction sector, including Filca Cisl and Fillea-Cgil, have expressed their opposition to any extension. Mattia Pirulli and Enzo Pelle, representatives of Filca-Cisl, highlighted how a postponement is not justifiedespecially in light of the recent increase in accidents and deaths on construction sites. The general secretary of Fillea-Cgil, Alessandro Genovesi, also stated that a postponement would be “inappropriate” and that it is necessary to start the system as soon as possible to ensure its improvement and effectiveness over time.
Extension proposals and business concerns
The political forces, both majority and opposition, have put forward various proposed amendments to the Omnibus Decree to postpone the entry into force of the credit-based driving licence. Fratelli d’Italia, Forza Italia and the League have presented amendments for postpone the deadline to January 1stwhile the Democratic Party and other groups are asking for a postponed to 1 April 2025. However, the Ministry of Labor responded firmly, declaring that there will be no postponements and that companies will have to adapt to the new system within the expected deadline.
Construction companies, for their part, have expressed concern about the lack of detailed information on how the credit license works. In particular, Renato Della Bella, vice president of Confimi Industria, has underlined how the implementing regulation has not yet been made known and how there is no clear information on the portal dedicated to submitting applications. The request from companies, however, is not for a postponement, but for have at least a month’s time to adapt to the new system.
Waiting for the final OK
The Ministry of Labor, together with the National Labor Inspectorate, is working to define the final details of the business qualification system. On August 29, the Council of State expressed an opinion on the draft implementing regulation, requesting some changes. One of the last necessary steps is the opinion of the Privacy Guarantor, which must evaluate the management of company data. Sources from the Guarantor have confirmed that the opinion will be issued within the expected timeframe, allowing the October 1 deadline to be met.
