Revenue threshold for flat rate regime: proposed increases to 90 and 100 thousand euros
One of the most relevant changes would concern the maximum annual revenue limit to be able to join or remain in the flat rate scheme. Currently, as is known, this limit is set at 85 thousand eurosbut two amendments presented propose an increase:
- to 90 thousand euro
- to 100 thousand euro
These proposals aim to strengthen the flat tax for VAT numbers, but do not currently include changes to the rules for those exceeding these thresholds during the year. These, we remember, are the following:
- Revenues between 85,001 and 100,000 euros: exit from the regime occurs in the following year, without retroactive effects on the tax plan;
- Revenues exceeding 100,000 euros: in this case the obligation to retroactively recalculate IRPEF, VAT and additional taxes for the entire year is triggered.
We remind you that the flat rate regime allows for a simplified accounting management and requires the payment of asingle substitute taxequal to 15% of taxable income, calculated on the basis of a profitability coefficient which varies depending on the activity carried out (for the first five years of activity, the rate is reduced to 5%). Taxpayers in the flat rate regime also benefit from a series of simplifications in the VAT area.
Income from employment: towards a new limit of 50 thousand euros?
The other change under consideration concerns the income limit from employment or similar which prevents access to the flat-rate regime. The current threshold is set at 30 thousand euro, but three amendments propose to raise it to 50 thousand euros.
The introduction of the impediment cause, with the current limit of 30 thousand euros, was intended to prevent taxpayers with medium-high incomes, such as politicians or public officials, from benefiting from a regime designed for young professionals and small entrepreneurs. The increase in the limit would therefore mark a clear change in perspective.
The new hypothesis intends, in the intentions of the proponents, adapt the legislation to the new needs of the labor marketincreasing the possibilities of accessing the flat-rate regime for those with a dual activity or other forms of income. However, as with previous proposals, this one is still under discussion and there is no guarantee that it will be approved. We await updates.
