From 1 January 2025 anyone can consult for free online The official cadastral maps of the State. To sanction this important novelty is the provision of 25 March 2025, signed by the Director of the Revenue Agency, which redefines the methods of use of digital cartographic services.

An epochal turning point for the Italian cadastral system, which not only breaks down the economic barriers to access, but also represents a concrete step towards full digitization of the public administration.

Thanks to this new measure, institutions, technicians and simple citizens will have access, without costs and in electronic mode, to about 300 thousand georIded vector files, containing beyond 86 million cadastral particleswith the exception of the autonomous provinces of Trento and Bolzano. But the novelty does not stop there: even the historic original plant sheets, hand designed in the constitutive phase of the land registry, will be progressively digitized and made available online.

A change provided for by the tax reform: the regulatory framework of reference

The introduction of free access to online cadastral maps is not an isolated initiative, but is part of the broader tax reform process outlined by the Law no. 111/2023the so -called “tax delegation”. In particular, in article 10, paragraph 1, letter And)the legislation urges “reduce and simplify the obligations to be paid by taxpayers also through the introduction of new technological solutions and the strengthening of telematic services“.

A clear guideline, which has found concrete implementation in DLGS n. 139/2024aimed at the rationalization of indirect taxes and related services.

Just article 7 of Legislative Decree 139/2024 provided for the adoption of a implementation provision by the Director of the Revenue Agency, which established the ways in which to make available – in the free regime and through exclusively digital channels – the cadastral map sheets. Consequently, the historian was repealed Article 53 of the Royal Decree no. 2153/1938which provided for the sale of cadastral maps with rates set by a 2003 provision.

From 2025, therefore, the commercial logic is definitively archived in the management of cadastral cartographies, in favor of an open, fair and transparent access.

How to access cadastral maps: channels, users and digital credentials

Starting from 1 January 2025, the leaflets of the cadastral cartography will be accessible exclusively online and free of charge through theReserved area of ​​the Revenue Agency websiteafter authentication with digital credentials. Citizens will therefore be able to consult the georiphous maps using SPID, CIE (Electronic Identity Card), CNS (National Services Card), or, in the cases provided, with the credentials provided directly by the agency.

Access is not only reserved for private individuals: also the Public administrationsi Public Services Managers and the public control companies will be able to obtain cadastral maps through i Massive Services of Smidt database interchangealready integrated with the integrated system of the territory. In addition, i Municipalitiesthe Unions of Municipalitiesthe Mountain Communities And islander they will be able to take advantage of a dedicated channel through the Portal for municipalitiesfurther simplifying access to official territorial data.

This new method of consultation marks a clear detachment compared to the past: it will no longer be necessary to physically go to the offices of the Agency to obtain the paper or digital reproductions of the map sheets, nor to pay the costs provided for by the old legislation.

Digitization of the historical archive: access also to the original plant maps

The extension of free access to cadastral maps concerns not only the current cartography, already entirely available in digital format, but also a very rich documentary heritage of historical value. The provision of the Revenue Agency provides for the progressive digitization of the historical cadastral cartographic archivewhich includes i original plant sheets – unique specimens, hand designed during the original formation of the land registry – and View scriptsupdated until 2003.

These documents, physically kept at the agency offices, will be made available online as they will be digitized, thus offering a unique opportunity to access the past of the Italian territory.

The initiative has a dual value: on the one hand it strengthens the administrative transparencyon the other promotes the Conservation and enhancement of historical documentary goodsfundamental for urban planning reconstructions, geomoric studies and disputes on land properties.

The process will be gradual, but already from 2025 the completion of digital services is provided that will allow access also to historical representations. Currently, in fact, cadastral maps are available in electronic format only for certain users (professionals via the platform SisterPA through Smidt or Portal for municipalities), with a distinction between updated and historical cartographies. With the implementation of the new system, this barrier will be overcome.

Transitional phase and completion of the process: what happens to full operation

Although the new provisions formally enter into force the January 1, 2025the actual availability of the entire cartographic heritage – both current and historical – will take place progressively. The Revenue Agency has already started the activities necessary to guarantee the full online accessibility of all the cadastral map sheets, but there is a transitional period during which not all sections will be immediately available via the web.

At this stage, the sheets that are not yet accessible through the new digital channels can still be requested at the agency’s officesin digital format, upon payment of the expected tax from the new “tax table for mortgage and cadastral services”, attached to Consolidated text of the provisions concerning mortgage and cadastral taxes (Legislative Decree no. 347/1990).

A bridge solution that still allows you to guarantee the consultability of the maps, without blocks or interruptions of the service.

In the meantime, the agency will continue to promptly update citizens and professionals on its official website, indicating which portions of the cartographic heritage are available and through which channels. The completion of this operation will mark a real epochal turning point for the management of the territory, opening the way to a completely digital cadastre, open and accessible.
