What are the zero costs?
One of the main innovations introduced is theelimination of charges previously provided for the consultation of the cadastral databases. This free payment was arranged to eliminate the contributions required to cover the costs of implementing and managing the IT systems.
The provision also regulates methods of payment of taxeswhere due, for mortgage consultations.
Access to the telematic consultation services will be possible through the reserved area of the Revenue Agency website, subject to acceptance of the general conditions of use published online.
New agreements and services for public bodies
The provision also provides for the possibility of stipulate agreements to guarantee personalized services to public administrations and other institutional entities. These agreements will make it possible to satisfy specific needs for institutional purposes, without additional costs for public administrations, promoting continuity of service.
Public administrations will be able to continue to use i Massive Data Exchange Services – Territory (SMIDT)a specific channel that guarantees access and interoperability of cadastral and mortgage information for administrative purposes. There is also the possibility for organizations to continue to make use of the Portal services for Municipalitieswhile the Municipalities will be able to continue to use the electronic service for the provision of information relating to the ownership of real rights on real estate.
Rules in force from 1 January 2025
To avoid interruptions in the use of the service, the provision introduces specifications transitional provisionsestablishing that starting from the date of issue of the Revenue provision (30 December 2024), the telematic consultation services already provided on a conventional basis at the self-managed decentralized cadastral offices, in the absence of an express contrary will from the Entity, continue to be provided without interruption and, in any case, to be governed by the agreements already signed, insofar as they are compatible, until the stipulation of a new agreement to be signed by 30 June 2025or until a different access method is activated.
New operating rules will come into force from 1 January 2025. At the same time, the surety policies and security deposits provided as guarantees for previous agreements will be released, further simplifying the process.
