Purpose of the decree
The decree provides for the assignment of state contributions to local authorities to finance the planning of strategic interventions. The areas of intervention include:
- securing the territory at hydrogeological risk;
- energy efficiency and securing schools and public buildings;
- infrastructure investmentssuch as the safety of roads, bridges and viaducts.
The objective is to support local authorities in improving the safety and sustainability of their infrastructure.
Recipients and priorities
According to theart. 1 of the decree, municipalities, provinces, metropolitan cities, mountain communities and unions of municipalities can access the contributions.
THE priority criteria for the allocation of resources they follow a well-defined order:
- securing the territory at hydrogeological risk;
- making roads, bridges and viaducts safe;
- energy efficiency and safety of buildings, with priority for school buildings.
If requests exceed available resources, the distribution will favor institutions with greater impact of the cash fund as of 31 December compared to the administrative result resulting from the management report for the same financial year.
Starting from the year 2022, at least 40 percent of the resources it is guaranteed to local authorities in the Southern regions.
Request amount and deadlines
The decree establishes an allocation of 200 million euros for each of the years 2024 to 2031, an increase of 100 million euros for 2025.
Local authorities can submit up to three grant requests for 2025but exclusively for new and not already started designs. Requests must be transmitted via the platform Management of Financing Lines (GLF)integrated into the public works monitoring system (MOP).
The deadlines are stringent: the transmission of requests is open from December 1, 2024 and closes at 11.59pm on January 15, 2025.
Obligations and controls
Local authorities must comply with specific requirements documentary obligations to access the funds:
- present the 2023 financial statement to the BDAP database;
- demonstrate, if already beneficiaries of funds in the two-year period 2023-2024, the completion of activities of funded designs.
Furthermore, it is mandatory to obtain a Unique Project Code (CUP) compliant with the classification standards established by the decree.
Distribution method
Resources will be distributed in compliance with the available budgetaccording to the criteria defined by the decree. Entities that do not respect the methods or deadlines for transmitting applications will be excluded.
