Inarcassa professional contribution for natural disasters in Emilia Romagna: how to request it

Beneficiaries and admission requirements

The announcement is aimed at professionals registered with Inarcassa on the date of the calamitous events.

To be eligible, applicants must be:

  • registered with Inarcassa;
  • residents or with a professional studio in the territories affected by the ordinances;
  • owners, or co-owners or usufructuaries of properties used as professional studios or for mixed use (professional studio and residence) damaged by the calamitous event and/or owners of capital goods damaged by the calamitous event.

The professionals must be in compliance with the contribution and declaration obligations towards Inarcassa to be able to submit the application. I am excluded from the tender applications submitted by individuals with irregularities on previous contributions.

Expenses and damages eligible for contribution

The contribution includes a partial refund, reversible and without interest for expenses incurred, with maximum amounts payable set for each type of intervention:

  • renovation work on the damaged property: up to 100 thousand euros;
  • restoration or replacement of capital goods and furnishings: up to 10 thousand euros;
  • moving to a new studioif declared unusable: up to 5 thousand euros;
  • temporary studio setup: up to 12 thousand euros, subject to the signing of a rental or loan agreement;
  • damage to vehicles used for professional use: maximum limit of 20 thousand euros, based on the commercial value or repair cost.

THE’maximum amount for each individual member cannot exceed 100 thousand euros and the contribution can be cumulative with other public or private subsidies, as long as it does not exceed the value of the actual damages. The expenses must be documented And calculated net of VAT.

Methods and deadlines for submitting the application

Interested professionals must apply within 120 days of publication of the noticevia the module available in the reserved area of ​​Inarcassa Online, section “Questions and Certificates”. There digital receipt issued by Inarcassa will be valid for the date of dispatch.

When asked they must be the following documents are attached:

  • updated plan and cadastral survey of the properties;
  • possible certification from the Municipality certifying the unusability of the properties;
  • sworn appraisal signed by a qualified professional, with analytical estimate of the damages suffered on the basis of an official price list in force on the date of the event;
  • sworn appraisal signed by a qualified professional with analytical estimate of the costs as well as the date of purchase of the damaged capital goods and furnishings; alternatively, a self-certification signed in accordance with the law may be produced;
  • in the event of damage to the vehicle, copy of the certificate of ownership, declaration certifying use for the exercise of the profession and photographic documentation of the damaged vehicle.
  • copy of the invoice/receipt relating to any moving expenses;
  • copy of the invoice/receipt of the expenses incurred for any temporary professional accommodation;
  • any further documentation (invoices/receipts/estimates/contracts) suitable to demonstrate the damages suffered.

The deadline for submitting the application expires February 25, 2025.

Contribution investigation and settlement

Once the application has been submitted, Inarcassa has the right to request any additional documents within 180 days of the request. The Board of Directors adopts the provision for granting or denying the reversible contribution within 60 days of the deadline for submitting the requests or of receiving the supplementary documentation, if requested by the offices.

In case of positive outcomethe contribution will be paid upon acceptance of the terms of return by the member.

The contribution granted is reversible and must be repaid in six-monthly installments of the same amount via PagoPA. The repayment methods vary based on the amount of the contribution:

  • contributions up to 5 thousand euros: repayment in three years.
  • contributions exceeding 5 thousand euros: repayment in five years.

The first installment is due one year after the disbursement of the contribution. In the event of the member’s death, the obligation to repay falls on the heirswho must adhere to the payment plan.
Failure to pay three instalments, even if not consecutive, will result in automatic forfeiture of the repayment plan. The remaining amount must be repaid in a single solution, with legal interest, within 30 days of notification of forfeiture.
