MASE launches the first operational points for the diffusion of CERs

Objectives and benefits of the initiative

The main objective of the project is to promote a new, more sustainable and efficient energy model, based on CER. Thanks to the collaboration between MASE and RENAEL, the project intends to integrate the work already started by the Energy Services Manager (GSE) and the Ministry itself. CERs represent an innovative model, in which citizens, businesses and local administrations come together to produce and share energy from renewable sources.

To further encourage the spread of CERs, the government has introduced a incentive rate for energy produced and self-consumed. Furthermore, in municipalities with less than five thousand inhabitants, a non-repayable contribution financed through the resources of PNRR (National Recovery and Resilience Plan).

What are One Stop Shops (OSS)?

The One Stop Shopliterally translated as “one-stop shops”, represent a centralized service capable of providing citizens and businesses with information and assistance in a single access point. The idea behind these operational points is to simplify the entire bureaucratic and information processreducing the number of interlocutors and operational difficulties for those who want to invest in renewable energy or undertake energy requalification interventions.

The One Stop Shop concept is already used at European level, especially in projects funded by the European Union. The European OSS act as a single point of contact for those wishing to participate in community tenders, offering support in the various phases: from the submission of the application to the administrative management of the funded projects.

The implementation of the national SDGs, promoted by MASE, is inspired by this European model, with the aim of: simplifying access to national and community funding, reduce bureaucratic complexity and encourage the creation of new collaborations between public and private bodies.

MASE and RENAEL together

The project was born from the Ministry of the Environment and Energy Security, in collaboration with RENAEL.

According to the Minister of the Environment, Gilberto Pichettothis project will be able to give a strong push for the diffusion of CERsmaking them a winning model of energy production and sharing. Piergabriele AndreoliPresident of RENAEL, underlined how the project places Italy in a cutting-edge position in Europe, encouraging dialogue between major national policies and local activities.

RENAEL is the national network of Local Energy Agencies, active since 1999, which supports the Public Administration in energy and environmental security processes, promoting energy transition, renewables and sustainable mobility, encouraging collaboration between public and private entities through the exchange of experiences and good practices.
