What are eligible lists for?
The notices serve to create lists from which the Metropolitan City of Rome Capital and the participating bodies will be able to draw based on their respective needs. For the Surveyor profile, the list concerns staff from the Instructors Area; for Technical Officer and Environmental Officer, however, the classification is in the Officers and High Qualification Area. Bodies will be able to use the lists even when the name of the profile in their administration is different, as long as there is correspondence between the requirements for access to the list and those requested in the subsequent consultation.
The procedure therefore involves an initial selection for inclusion in the list and a subsequent interview phase (with a new exam) by the body interested in the hiring. Suitable candidates remain registered on the lists until they are hired on a permanent basis and, in any case, for a maximum of three years from the approval of the list; in the case of fixed-term employment, they can subsequently also be selected for permanent employment via the same list.
Requirements: who can participate
For all three profiles, the general requirements for access to public employment are required: Italian citizenship or other condition established by art. 38 of the Legislative Decree. 165/2001, age of majority, enjoyment of civil and political rights, psycho-physical suitability, regularity with respect to military service obligations, absence of causes impeding participation and recruitment, absence of the causes of non-transferability envisaged by the art. 35-bis of the Legislative Decree. 165/2001 and valid driving license B. Knowledge of the English language and the use of the main IT instruments and applications are also required.
For the Surveyor profile, among others, the five-year diploma of Surveyor or Building Expert, the technical diploma in Construction, Environment and Territory, equivalent qualifications, or relevant university qualifications in architecture, engineering, urban planning, territorial planning, construction and similar fields are admitted. For the Technical Officer, university qualifications in architecture, civil engineering, construction, environment and territory, mechanics, electrical, electronics, territorial planning and urban planning, or equivalent classes are required. For the Environmental Officer, university qualifications in environmental, agricultural, forestry, biological, chemical, geological, physical, biotechnological and environmental and territorial engineering fields are admitted. Questions about InPA and participation fee
The application must be submitted exclusively online via the InPA Recruitment Portal (>> Surveyor profile – Technical Officer Profile – Environmental Officer Profile)after registering with SPID, CIE or CNS and completing the sections required by the online procedure. Different methods of sending are not permitted. The submission deadline is set for August 12, 2026, 11.59 pm.
To participate, a contribution of 10 euros is required, according to the instructions on the InPA Portal. The contribution is non-refundable. After sending the application, the candidate must keep the unique code issued by the system, which will be used as an identification code in subsequent communications. All notices of a general nature will be published on InPA and on the institutional website of the Metropolitan City of Rome Capital, with notification value.
Tests and subjects to study
The selection for the formation of the lists includes a written test aimed at ascertaining the candidate’s aptitude and ability to carry out the functions required by the professional figure, the possession of the degree of professionalism and the skills necessary for access to the profile, as well as the ability to apply the knowledge possessed with respect to specific situations and the solution of problematic cases of a theoretical and practical nature.
In particular, the test will consist of the administration of a series of closed-ended and/or open-ended questions and/or the drafting of an essay or a project, in addition to verifying knowledge of the English language (art. 37, paragraph 1, Legislative Decree no. 165/2001, as amended by art. 7 of Legislative Decree no. 75/2017) and the use of the most widespread IT tools (Word, Excel, email, PEC, digital signature, etc.). The test can be carried out in simplified ways and through the use of IT and digital tools.
The common subjects concern the organization of local authorities, the reorganization of Provinces and metropolitan cities, anti-corruption and transparency, privacy, public employment, code of conduct, administrative procedures, access to documents, accounting and budgeting of local authorities, crimes against the Public Administration, IT, English and public procurement. For Surveyors and Technical Officers, construction, urban planning, safety on construction sites, procurement, cultural heritage and landscape, technical standards for construction, seismic risk and school buildings are of particular importance; for the Environmental Officer, the program instead insists on environmental regulations, authorizations and concessions under metropolitan jurisdiction, protection of resources, environmental control and monitoring, waste, water, emissions, reclamation and energy.
