Operational guidelines for the drafting of the Sustainable Urban Mobility Plan (PUMS)
The PUMS guidelines are specifically addressed to Municipalities with a population between 50,000 and 100,000 inhabitantswhich are not part of metropolitan cities and city identify which ones Trans-European Transport Network (TEN-T) nodes with population less than 100 thousand inhabitantsThe main objective is to facilitate the drafting of the Sustainable Urban Mobility Plan (PUMS)a strategic document which integrates transport policies with environmental and urban planning ones.
The PUMS guidelines contain the following indications.
- Integration between PUMS and other planning tools – In the introduction, the document underlines the importance of integration between the PUMS and other existing planning tools, in order to guarantee coherence and synergy between the various territorial policies.
- Objectives, indicators and interventions – The first part of the document describes in detail the objectives of the PUMS, the performance indicators to be monitored and the interventions to be implemented. Particular attention is paid to the need to reduce the environmental impact of transport, improve the efficiency of mobility systems and promote the use of sustainable means of transport.
- Procedure for drafting and implementing the PUMS – The second part of the document illustrates the procedural steps necessary for the drafting and implementation of the PUMS.
The PUMS guidelines aim to simplify the process of drafting the PUMS for medium-sized municipalities, addressing the specific critical issues of Italian territories and respecting the principles of the Italian and European Guidelines.
Operational addresses for the activities of Area Mobility Managers
The second guidelines, “Operational guidelines for the activities of Area Mobility Managers”were drawn up within the Technical Table on mobility management which DM 231/2022.
The aim is to provide operational addresses to Area Mobility Managerssupporting them in theimplementation of the tasks assigned to them. The role of the Area Mobility Manager is crucial for the transition towards a more sustainable and efficient mobility system.
The Area Mobility Manager guidelines contain the following indications.
- Reference context and requirements – The first part recalls the regulatory context and describes the requirements for Area Mobility Managers. These professionals must have specific skills in the field of sustainable mobility, territorial planning and transport management.
- Appointment and organizational placement – The second part focuses on the appointment procedure of the Area Mobility Manager and his organizational placement within the reference body.
- Activities and tasks – The third part of the document describes in detail the activities and tasks of the Area Mobility Manager. These include planning and coordinating sustainable mobility policies, promoting awareness-raising initiatives and collaborating with various stakeholders to implement innovative and sustainable solutions.
