Administrative efficiency and simplification
ANCE has paid particular attention to the need to simplify and accelerate reconstruction processes through the adoption of more streamlined regulatory tools, such as the Permanent Conferencea body that has the task of guaranteeing unity and homogeneity in reconstruction interventions and which would allow for a reduction in decision-making times and guarantee greater uniformity of interventions. Furthermore, he suggested the possibility of adapt and not necessarily adopt from scratchthe tools of planning and implementation onesadapting them to the specific needs related to reconstruction. Another relevant element is theexclusion from the strategic environmental assessment (SEA)albeit under certain conditions, which helps to speed up procedures.
The ANCI, however, underlined the criticality of the administrative load placed on municipalitiesasking that the resources necessary for the management of the reconstruction are drawn from a dedicated national fund and not from municipal budgets.
On the other hand, ANAC suggested strengthening the digitalization of proceduresconsidering it an essential element to guarantee transparency and simplification. Furthermore, he recommended the collaborative supervision of Anti-Corruption with the contracting authorities, a mechanism already successfully tested in the post-earthquake reconstruction of Central Italy, to reduce disputes and speed up the tender phases.
Governance and control of resources
Another crucial point raised concerns the governance of reconstruction. ANCE expressed concern about the risk of excessive concentration of power in the hands of Extraordinary Commissionerproposing a greater involvement of local authorities in strategic decisions, especially regarding intervention priorities and fund management.
The ANAC, however, emphasized the need to ensure stringent controls on funds intended for reconstruction, suggesting that obligations be envisaged traceability and transparency also extended to private interventions financed with public resources. He also proposed to introduce a joint and several liability between contractor and subcontractor to avoid incorrect practices and guarantee the effectiveness of interventions.
ANCI also proposed to introduce exceptions to spending limits for hiring staff dedicated to emergency management and reconstruction.
Sustainability and work
A transversal theme addressed by all the associations concerns sustainability and the protection of workers.
ANCE highlighted the importance of effective management of waste produced by reconstruction interventionsproposing to increase recovery capacity of the systems and to introduce specifications exceptions to environmental legislation to encourage the reuse of materials.
The ANAC suggested making the DURC of congruitya certificate that guarantees consistency between the workforce employed and the work carried out, in order to prevent irregularities and guarantee adequate working conditions.
The ANCI proposes to extend fixed-term contracts of the personnel involved in the reconstruction ad at least three yearsto meet the need for
planning and execution of the numerous activities related to the reconstruction process.
The points in common
The proposals presented by ANAC, ANCI and ANCE converge on some fundamental points, including the need for greater institutional coordination, simplification of procedures And guarantee of transparency in the management of public resources.
