Fire adaptation of school buildings and nursery schools

The ANCI proposes the Extension of the deadline for adjusting the fire legislation of the school buildings and of nursery schools Until 31 December 2027in consideration of the complexity and high costs that these interventions require. The extension affects not only kindergartens and nursery schools, but also the structures that provide education and professional training courses (IEFP) and of Higher technical education and training (IFTS).

The current deadline, set at 31 December 2024would not allow the completion of the necessary interventions, risking to compromise the safety of buildings and hinder the regular performance of educational activities. Anci underlines the need to adopt management mitigation measures of risk, to be defined through a specific joint decree of the Ministry of the Interior and the Ministry of Education, with the involvement of the State-City and Local Autonomies Conference.

The extension would allow to program the financial and technical resources necessary to complete the adjustments, in the meantime guaranteeing the safety of users through temporary interventions for risk mitigation.

Urban regeneration: extension of the terms for the realization of the works

The amendment proposed by the ANCI provides for the extension of the terms for the urban regenerationin particular for the works already started or in the assignment phase. The current terms, set at May 15, 2025They risk frustrating the interventions in progress due to bureaucratic and administrative complexities.

The ANCI asks to postpone the October 15, 2025 The term for theadoption of the revocation decree and asks that are not revoked the contributions for which on the date of the August 31, 2025 (instead of March 31, 2025 as required by the standard) the contract is stipulated.

The goal is to grant an additional period to local authorities to complete the administrative procedures and guarantee the realization of fundamental interventions for urban redevelopment, avoiding the risk of loss of funding and guaranteeing the continuity of the works.

Extension of the CHIGE contract applicability threshold

The ANCI then presented an amendment relating to the extension from the theshold of applicability of theobligation to use Building Information Modeling (BIM) in public contracts.

The ANCI proposal provides for the Extension until 30 June 2025 current threshold of applicability of the obligation of BIM contracts (5.38 million euros expiring on 31 December 2025) reducing it to 4 million eurosto allow local authorities of gradually adapt to the use of this technology. The immediate introduction of BIM for lower amounts, in fact, would entail difficulties for many administrations that do not have adequately trained personnel, making the use of external consultancy necessary with a consequent increase in costs.

The extension would allow local administrations to have the necessary technical skills, while avoiding excessive charges for smaller entities.

Extension of contributions for investments in public works

Another prominent amendment concerns the Extension of contributions for investments in public works. Anci proposes that the contributions assigned for the years 2022 and 2023 are not subject to revocation for the works whose assignment contracts are stipulated By September 15, 2024.

This measure is aimed at safeguarding the already planned investments and avoiding the loss of resources due to bureaucratic delays in the award phase. According to Anci, the extension would allow to complete the process of realization of the works without incurring unjustified revocations, guaranteeing greater certainty to the Municipalities in the implementation of the funded projects.
