How the regulation works and what opportunities offers
The regulation, approved with the Resolution no. 174/2024 of the Capitoline Assemblyestablishes the ways in which Rome capital can make available photovoltaic solar areas and systems For Solidarity Renewable Energy Communities (Cers).
Cers must be constituted as Third Sector Bodies (ETS) and commit to allocating the economic benefits deriving from the production and sharing of energy to social, environmental and economic projects. The regulation governs two main methods of access:
- use of existing systems: the Cers will be able to benefit from the energy produced by municipal photovoltaic systems, favoring self -consumption and redistribution of excess energy;
- construction of new plants: The Municipality can grant areas for the installation of new photovoltaic systems, favoring social projects and the inclusion of subjects in conditions of economic vulnerability.
Through the PNRR and the CISRoma Capitale will support the creation of energy communities on public buildings during redevelopment. The schools they municipal buildings They can become shared energy production centers, creating a virtuous system between public, private and third sector.
The selection of projects will take place through public calls and co-planning proceduresin compliance with the criteria of transparency and fairness.

The first projects and future perspectives
Rome activated the first renewable solidarity energy community with an 82 kW photovoltaic system onLeonarda Vaccari Institutewho assists people with disabilities.
