A circular for the transposition of the rules
The first step towards the implementation of the Save Casa Sicilia was the approval, last August, of a circular which introduced the dynamic transposition of the Consolidated Building Act (Presidential Decree 380/2001) and its amendments. This approach allows the immediate application of some national regulations in specific areas without the need for further regional legislative interventions.
Among the main topics governed by the circular we find:
- Exceptions on distance limits between buildings;
- The definition of legitimate state of real estate;
- The requirements necessary to guarantee theusability;
- THE changes of intended use urbanistically relevant;
- The regulation of manufacturing tolerances;
- The rules for building interventions without a permit.
This simplification reduces bureaucracy and allows professionals to directly apply national regulations, speeding up approval times for practices.

The Regional Law LR 27/2024: Adaptations and New Rules
However, not all national regulations have been automatically transposed. For those excluded from the dynamic transposition, the regional law intervened LR 27/2024approved in November. This regulatory intervention has adapted national rules to Sicilian specificities, introducing important provisions for the local construction sector. Among the main contents:
- Definition of interventions free construction and those subject to building permit;
- Rules for installing removable structures such as pergolas and awnings (pergotende), now permitted without the need for authorization;
- Procedures for recovery of attics and conformity assessments for works carried out without a qualification;
- Clarifications on partial discrepancies and on the essential variations compared to the approved projects.
An innovative aspect of the legislation concerns the obligation for Municipalities to use the proceeds deriving from amnesties and building sanctions to demolish illegal works and complete unfinished projects. This mechanism aims to guarantee a concrete improvement of the urban and territorial environment.

Urban plans and deadlines for municipalities
In addition to the simplification of building regulations, the Salva Casa Sicilia introduces significant changes for urban planning. In particular, the process for processing the data is simplified General Urban Plans (PUG) and gods Detailed Implementation Plans (PPA).
Furthermore, an important deadline has been set: by December 31, 2025all Sicilian municipalities will have to adopt the new one General Town Plan (PRG).
This measure aims to make territorial planning clearer and more coherent, reducing approval times and offering a stable regulatory framework for future building interventions.

Impact of Save Home in Sicily and other regions
The Save Casa Sicilia represents a model of regulatory adaptation, but other Italian regions have followed similar paths.
