Update October 3, 2024: There written test of School Managers Competitionfor the recruitment of 587 managers in regional roles at state educational institutions, will take place on October 30, 2024 in a single daily shift, throughout the national territory, from 2.30pm to 5.30pm (identification operations will begin at 1.30 pm), as per the notice dated 2 October 2024.

January 2024: After the highly anticipated publication of the announcement of the 2023 School Competition, the announcement of the Competition for School Managersfor qualifications and exams, for the recruitment of 587 school managers in regional roles at state educational institutions (ordinary procedure). It is possible to submit the application, exclusively online, until 11.59pm on 17 January 2024.

School Managers Competition, application

Registration for the competition must take place exclusively online. It is essential to have credentials SPID/CIE/CNS/eIDASor a valid account for accessing the services of the Ministry of Education. Instances can be via inpa.gov.it or via the application Competition platform and selective procedures on miur.gov.it.

School Managers Competition, requirements

Eligible to participate in the selection procedure is: teaching and educational staff of state school and educational institutions hired with permanent contract and confirmed in the role pursuant to current legislation, who has effectively made, in state scholastic and educational institutions, a service of at least five years and who is in possession (by the deadline for submitting the application for admission) of one of the following qualifications:

  • master’s degree;
  • specialist degree;
  • degree obtained according to the educational regulations in force prior to the decree of the Minister of University and Scientific and Technological Research of 3 November 1999, n. 509;
  • second level academic diploma issued by institutions of higher artistic, musical and dance education;
  • old system academic diploma joint with upper secondary school diploma.

Preselective

If the number of candidates who have submitted an application to participate in the recruitment procedure is more than four times the total number of places available for competition, a pre-selection test will be carried out in each regional office (which may also take place in several sessions). The pre-selection test will last 75 minutes and consists of a test divided into 50 multiple choice questionsorganized as follows:

  • 6 questions for each of the following subjects (for a total of 48 questions):
    • Legislation referring to the education and training system and the study systems in Italy with particular attention to the ongoing reform processes;
    • Methods of conducting complex organizations and managing groups, with particular reference to the reality of state scholastic and educational institutions;
    • Planning, management and evaluation processes of educational institutions, with particular reference to the preparation and management of the three-year plan of the educational offer, the preparation of the self-evaluation report, the improvement plan and the social reporting, within the framework of the autonomy of the institutions scholastic and in relation to the training needs of the area;
    • Organization of learning environments, with particular reference to scholastic inclusion, digital innovation and innovation processes in teaching, within an adequate pedagogical design;
    • Work organization and personnel management, with particular reference to the reality of school staff;
    • Evaluation and self-evaluation of staff, learning and school systems and processes;
    • Elements of civil and administrative law, with particular reference to the legal obligations and typical responsibilities of the school director, as well as criminal law with particular reference to crimes against the public administration and against minors;
    • State accounting, with particular reference to financial planning and management at state scholastic and educational institutions and related special companies;
  • 2 questions on Educational systems of the European Union countries.

Written test

There written test will have a duration of 180 minutes and consists of:

  • 5 open-ended questions which will focus on the disciplinary areas already subject to the pre-selection;
  • 2 questions in Englisheach composed of 5 multiple choice questions aimed at verifying the understanding of a text provided to candidates at least at CEFR level B2.

Oral test

The oral exam, whose duration is at least 30 minutesconsists of:

  • an interview on the disciplinary areas of the written test, which ascertains the candidate’s professional preparation on the same and verifies the ability to resolve a case concerning the function of the school director;
  • a test of knowledge and ability to use the IT tools and ICT most commonly used in educational institutions;
  • a test of knowledge of the English language at CEFR level B2, through the reading and translation of a text and a conversation in English.

There will then be the qualification evaluation phase.

What does the school principal do

The head teacher has the task of ensure the unified management of educational institutions and legally represent the institution they manage.

As specified by the MIUR, school managers are responsible for the management of financial, instrumental and human resources and the results of the service; have autonomous powers of management, coordination and enhancement of human resources; they organize school activities according to criteria of educational efficiency and effectiveness and are responsible for trade union relations; adopt resource and personnel management measures.

They also ensure:

  • the quality of training;
  • the cultural, professional, social and economic collaboration of the territory;
  • the exercise of freedom of teaching, also understood as freedom of research and methodological and didactic innovation;
  • the exercise of families’ freedom of educational choice and pupils’ right to learn.
