Superbonus 2024: what it is and how to get the 70% non-repayable contribution

The Decree of the Ministry of Economy and Finance of 6 August 2024 offers a great opportunity for those who wish to improve the energy efficiency of their home or condominium.

The decree provides for a 70% non-repayable contribution on expenses incurred in 2024 for renovation work, such as the installation of photovoltaic panels, charging stations for electric vehicles, energy efficiency and the Sismabonus, all of which are already supported by the Superbonus.

The incentive is reserved for those with an income of less than 15,000 euros and concerns jobs that, by 31 December 2023, have reached at least 60% progress.

But what are the requirements to obtain this contribution? And how do you apply so as not to miss the opportunity?

Requirements to obtain the contribution

The contribution, provided for by Article 1, paragraph 2, of Legislative Decree no. 212/2023, is intended for those who have incurred expenses from 1 January to 31 October 2024, for interventions that by 31 December 2023 have reached a state of progress of the works (SAL) of no less than 60%.

This incentive is reserved for individuals with a income not exceeding 15,000 eurosin accordance with the provisions of Article 119 of Legislative Decree no. 34/2020 (the “Relaunch” decree). The subsidy will be credited directly to the bank or postal account indicated by the applicant in the application for access to the bonus.

Who can benefit from the contribution and the maximum amount that can be paid

The decree specifies that the contribution can be requested by individuals or condominiums who, outside of professional activities, have incurred expenses for subsidized interventions within the period 1 January – 31 October 2024. The works must have reached, by 31 December 2023, a state of progress equal to or greater than 60%, confirmed by the necessary certifications.

It is important to underline that this incentive applies exclusively to applicants with an annual income of less than 15,000 euros, in line with the provisions of Article 119 of Legislative Decree no. 34/2020.

The maximum amount of the contribution covers 70% of eligible expenseswith a spending limit of 96,000 euros. In the case of expenses shared between multiple parties, for example in condominium interventions, the spending limit is reduced in proportion to the number of beneficiaries.

Consequently, the maximum amount that can be paid to each beneficiary cannot exceed 28,800 euros, or 30% of the total eligible amount.

How to apply for the grant: deadlines and procedures

In order to access the contribution, interested parties must send an electronic application to the Revenue Agency by October 31, 2024. The application must contain all the necessary information, including the declaration of possession of the required requirements. It is important to remember that each taxpayer can submit only one application and only for a single real estate unit.

The transmission of the application can be done directly by the interested party or through an authorized intermediary, using the tax drawer service of the Revenue Agency.

The application submission methods and the details of the information content will be specified by a subsequent provision of the Revenue Agency, which will also establish any further elements necessary for the provision of the contribution.

Determination and priority in the provision of the contribution

Article 5 of the Mef decree establishes in detail the methods for determining the amount of the contribution. The applicant must indicate in the application the amount requested, which cannot exceed 30% of the eligible expenses. However, if the available funds are not sufficient to cover all the requests, the contribution will be distributed following an order of priority.

Priority is given to those who use the property subject to the intervention as a primary residence and to condominiums for the real estate units that are part of the condominium itself. Only after having fully satisfied these subjects, any residual funds will be distributed to the other applicants.

The percentages that can be paid out and the distribution of the funds will be subsequently determined and communicated by the Revenue Agency, according to the criteria set out in the decree.
