The Municipality of Genoa is hiring technicians: two competitions for officials and surveyors

The competition for Technical Officials concerns highly specialized profiles, called to work on programming, design, works management, maintenance of infrastructure, systems and public works, territorial planning, urban regeneration, mobility, management of real estate and infrastructure assets, environmental and energy sustainability, digital innovation applied to the technical processes of the Public Administration. The role may also include coordination activities of operational units and personnel.

The competition for Technical Instructors-Surveyors is aimed at technical profiles and instructors employed in the management of real estate assets, road infrastructures, urban maintenance and redevelopment interventions, the design of public works and infrastructures and traffic and parking planning. The planned activities include surveys, inspections, measurements, metric calculations, specifications, work accounting, support for construction site activities and investigation of technical practices.

Requirements for Technical Officers and Instructors-Surveyors

For both competitions, the general requirements normally required for access to public employment are envisaged: Italian citizenship or other condition permitted by law, age not less than 18 years and not more than that required for retirement, enjoyment of civil and political rights, absence of causes impeding employment in a Public Administration, suitability for carrying out duties and regularity with respect to military service obligations, where applicable.

However, the specific requirements change. Technical Officers are required to have a degree, old system or corresponding specialist/master’s degree, in fields such as civil, construction, construction-architecture, environment and territory, materials, industrial, mechanical, electronic, electrical, electrotechnical, structural or architecture engineering. Qualification to practice the profession relating to the title held is also required.

For Technical Instructors-Surveyors, a technological high school diploma in Construction, Environment and Territory, a surveyor’s diploma or an industrial expert’s diploma in construction are permitted. Also indicated are absorbing degree qualifications, including architecture, civil engineering, construction engineering, urban planning, environmental and land engineering and three-year, specialist and master’s degree classes consistent with construction, architecture, civil engineering, territorial planning and environment.

Questions about InPA: deadlines and notices

Applications must be submitted exclusively via the InPA Single Recruitment Portal (here is the link for Officials, here is the link for Instructors).

For the competition for 6 Technical Officers the deadline is set for 8 June 2026, 11.59pm; for the competition for 7 Technical Instructors-Surveyors the deadline is 9 June 2026, 11.59pm. Different methods of sending the application are not permitted. To participate you need SPID or CIE, a personal PEC, an ordinary email address and payment of the participation fee of 10 euros via PagoPA.

Selection tests and exam subjects

Both competitions include a written test and an oral test. If the number of questions is particularly high, the Commission may arrange a remote pre-selection test, with a multiple choice questionnaire on the exam subjects and/or on logical, mathematical, numerical, deductive and reasoning skills. In case of pre-selection, the best 150 candidates for the Technical Officers competition and the best 200 candidates for the Technical Instructors-Surveyors competition will be admitted to the exams, in addition to any ties for the last available place and candidates exempted by law.

The written test may consist of the drafting of a paper, including a technical-planning one, the drafting of an act, the study of a case with a written report or questions with a concise answer. The maximum score is 30 points and the test is passed with at least 21/30. The oral test, also assessed up to 30 points and passed with at least 21/30, will focus on the topics of the written test and will also include the assessment of knowledge of the English language and the most common IT applications. For Technical Officers, the evaluation of transversal skills is also envisaged, such as organizational, relational and problem solving skills.

The subjects reflect the two different professional levels. For Technical Officers the program includes public contracts and Legislative Decree. 36/2023, design, construction, infrastructure, systems, urban planning, urban regeneration, mobility, environment, energy, sustainability, cultural heritage, safety on construction sites, accessibility, administrative law, regulation of local authorities and responsibility of public employees. For Technical Instructors-Surveyors, the subjects include public procurement, works accounting, metric calculations, construction and urban planning, cultural heritage and landscape, expropriations, construction, topography, appraisal, cadastre, road and workplace safety, architectural barriers, environment, municipal regulations, TUEL, administrative procedure, access to documents, transparency, self-certification and privacy.

Preparation tips

Indicative dates of tests and communications

For the Technical Instructors-Surveyors competition, the possible pre-selection can take place approximately from 25 June 2026, while the written test can take place from 6 July 2026. For the Technical Officers competition, the possible pre-selection is scheduled approximately from 29 June 2026 and the written test from 13 July 2026. The tests can take place in digital mode remotely or in person, according to what will be communicated by the Administration.

All communications on tests, shifts, times, operating methods, results and any changes will be published on the institutional website of the Municipality of Genoa and on the InPA portal, with the value of notification in all respects. Candidates must therefore periodically monitor the dedicated pages and carefully keep the application code, used for all communications during the procedure.
