The urban scandal that has overwhelmed Milan in recent weeks has opened a heated debate on the future of the city and on the management of construction. The investigation led to the arrest of Giovanni Oggioni, former vice -president of the Commission for the landscape and manager of the Consolidated Desk for construction, and of other officials, with accusations of corruption, false and sidetracking.

According to the magistrates, the main objective of the provision was not to improve administrative efficiency, but to protect the Milanese building system from further judicial checks.
The elements that emerged from the interceptions and the seized documents indicate that Giovanni Oggioni and Marco Cerri, both members of the landscape commission, would have played a key role in drafting the legislative text.
The law would therefore have been “dictated” to the political representatives to be approved in Parliament, an accusation that, if confirmed, would throw heavy shadows on the transparency of the legislative processes.
According to the investigators, Oggioni and Cerri would have activated contacts with political exponents in Rome, also using the reports of Franco Zinna, a former leader of the urban planning of Milan, to encourage the process of the standard. The interceptions also reveal that the law did not limit itself to remedying past building irregularities, but aimed to legitimize questionable practices also for the future, with effects on a national scale.

The reactions of the Municipality of Milan and the back on the legislative process
Faced with the revelations of the investigation, the Municipality of Milan immediately distanced itself from the provision, declaring its desire to constitute a civil party in the process. The decision of the Municipality of Milan to withdraw support for the bill has aroused conflicting reactions. The Democratic Party, with the secretary Elly Schlein and the regional group leader Pierfrancesco Majorino, expressed full support for the choice of administration, underlining the importance of a turning point in urban and home policies.
