Technical profiles and required requirements

In addition to the general requirements (major age, Italian citizenship, enjoyment of civil and political rights, etc.), for the Technical Officer profile a three-year or master’s degree is required in classes relating to architecture, civil and environmental engineering, territorial planning, building systems engineering or equivalent disciplines. The admitted qualifications include, for example, the degrees LM-4, LM-23, LM-24, LM-35 and LM-48, but also the L-7, L-17, L-21, L-23.

For the Technical Instructor profile, technical diplomas in the construction and land area, surveyor, industrial construction expert or other equivalent technical diplomas are permitted. Degrees in architecture or civil engineering are also considered “absorbing qualifications”. The notice also requires knowledge of the English language and the main IT applications.

In addition to the profiles of the technical area, the announcement also includes positions for Administrative and Accounting Officers,
Accounting Instructors and Administrative Expert Operators.

Application form, announcement and FAQ

The application must be submitted exclusively via the inPA portal, from this pageby authenticating with SPID, CIE, CNS or eIDAS, no later than May 21, 2026, 11.59 pm.

It is possible to apply for multiple profiles, but it is necessary to send a separate application for each competition code and pay the participation fee of 10 euros for each application. In case of an error, it is possible to re-send a new application within the deadline: only the last one sent chronologically will be considered valid.

Selection tests and subjects to study

The selection includes a possible pre-selection test, an oral test and the evaluation of qualifications. The pre-selection will take place only if the number of applications is equal to or greater than ten times the places available for each profile, and will consist of 40 multiple choice questions (to be solved in 60 minutes): 30 on the subjects of the oral test and 10 on logic and critical-verbal reasoning.

  • a part made up of 30 questions aimed at verifying the candidates’ knowledge and skills in the competition subjects covered by the oral test, therefore, for technical officials:
    • National and regional regulations on urban planning and construction, regulations on the protection of cultural heritage and landscape, regulations on public works, expropriations and concessions;
    • Procurement contracts for works, services, supplies and concession contracts (Procurement Code);
    • Public works accounting, metric calculations, price analysis;
    • Regulations on the protection of health and safety in the workplace and fire prevention;
    • Design of civil and road works, building constructions, renovations and building interventions in general;
    • Adaptation to safety, fire prevention, seismic and architectural barrier removal regulations of existing public buildings;
    • Legislation on mobility and traffic planning, parking scheduling and regulation of local public transport and circulation, installation and signaling of road construction sites;
    • Legislation on anti-corruption, transparency and internal controls;
    • Elements of constitutional and administrative law, with particular reference to the administrative procedure and the right of access to documents, fundamental elements;
    • Discipline of public employment, elements of criminal law, with particular reference to crimes against the public administration;
    • Special legislation relating to the 2009 earthquake.
  • a part made up of 10 questions aimed at verifying logical-deductive and critical-verbal reasoning skills.

The oral test represents the heart of the selection and will consist of an interview aimed at ascertaining specific knowledge (listed above for technical profiles), ascertaining transversal skills (soft skills) and ascertaining the English language and IT knowledge.

Up to 70 points can be attributed to the oral test (it is considered passed with a minimum score of 42 points), while another 30 points will be assigned to educational, service and professional qualifications. In particular, the experiences gained in activities related to post-earthquake reconstruction will be valorised.
