The government is launching six initial integrated offers to accelerate the installation of heat pumps in low-income households. The key: installation, electricity, maintenance and financing combined in the same offer.

The government unveiled on Wednesday September 30 the first six winners of the call for projects launched in July for a “integrated offer for heat pumps“a flagship measure of the electrification plan announced last spring. His ambition: simplify and accelerate the transition to a heat pump thanks to a turnkey solutionbringing together within the same offer the installation, the supply of electricity at a fixed price, the maintenance and management of the equipment, but also the financing of the remainder payable.
To make these offers accessible to as many people as possible, the government has chosen to mobilize additional aid which will concretely allow households to make their investment profitable in three years, without increasing their monthly expenses compared to their current bill. With this first selection, the deployment enters an operational phase: the six winners commit to installing 55,000 additional heat pumps.
The first pre-orders are open this Thursday, October 1st.
Moving towards one million heat pumps
This new offer contributes to achieving theobjective set by the government in the electrification plan : A million heat pumps installed in 2030. The offer is aimed at owners of individual homes belonging to very low and low income categories as defined by the National Housing Agency and represents an average aid of €9,800 per household. As a reminder, a very modest household of two people has an annual income of less than €25,116, less than €40,339 for five people, while a modest household of two people has an annual income of less than €32,198 and less than €51,776 for five people. Concretely, the overall monthly payment after work, which includes the reimbursement of the remainder payable by the heat pumpelectricity expenses and the maintenance contract, must be less than or equal to the monthly energy expenditure of the household before the work, calculated under conventional conditions of use and temperature and with the energy prices either on the date of subscription, or on the basis of historical average annual prices. The offers have been designed to allow, in the vast majority of cases, fully repay the remaining cost of the heat pump in three years.
A complete offer
The selected offers comply with government requirements and include:
– a air/water heat pump made in France or Europesized according to the needs of the accommodation and installed by qualified professionals (the accommodation is studied in advance to check that the heat pump is suitable and guarantee its good performance);
– An offer of electricity supply at a fixed price for three years, to give the household visibility on its expenses;
– A maintenance contract of at least three years, covering regular maintenance as well as interventions in the event of a breakdown;
– A control solution allowing the heat pump to operate at times when electricity is most available and cheapestin order to reduce household bills (management remains under their control: it is based on their agreement, within a comfort range that they define);
– The mobilization of available aid and a financing solution allowing monthly payments to be made to the household;
– On-site checks for 70% of installations to verify the conformity of the installed equipment and the quality of installation.
The household also retains its freedom of choice: it is not obliged to subscribe to the associated electricity offer and can change supplier at any time, without impact on the financing or maintenance of your heat pump. Offers must also include at least one reversible heat pump modelcapable of heating the home in winter and cooling it in summer, when the configuration of the home and the heating system allows it.
First six offers
This first selection marks the start of the deployment of the system. Pre-orders will open on October 1, 2026, the first installations will take place in November, and a new round of applications will take place on January 1, 2027, in order to allow new players to in turn offer an integrated offer. The first six offers are:

– IZI by EDFwith IZI by EDF, EDF and Domofinance;
– The French PAC’TEwith Alterna Energie, Saunier Duval and Cofidis;
– Octopus x Effywith Octopus Energy and Effy;
– Hello Watt x Engiewith Hello Watt, Hello Watt Rénovation and Engie;
– Soneparwith Sonepar, Ecair, ACE Energie and Total Energies.

Two particularities
Within thePAC’TE offerSaunier Duval, historic French manufacturer, will offer its air/water heat pumps GeniaAir Classic, manufactured in Nantes, as well as its local network of professionals for installation and maintenance. Connected and designed to last, the equipment is guaranteed for 5 years with a high level of repairability. For financing, Cofidis covers up to 100% of the remaining cost, aid deducted. Alterna Energie, a French electricity supplier for more than 20 years, supports the customer from start to finish. Its customer service, labeled Service France Garanti, provides turnkey support from the start of the project, it handles requests for aid, and makes flexibility accessible to all thanks to its Super Off-peak Hours offer at a fixed price, for 3 years, 100% of French renewable origin, which allows consumption management over 15 off-peak and super-off-peak hours per day to be valued directly on invoice.
L’Hello Watt x Engie offer will call on Atlantic and Daikin pacs and has a particular feature: Hello Watt intelligent control allows the household to control the heating and adapt consumption to the needs of the electricity distribution network. The financial gains generated by this optimization are directly returned to the household.
