Construction, new agreement between companies and unions: more social protections and support for homes and studios

On 8 October 2025 in Rome, the trade union organizations and representatives of artisan, cooperative and industrial construction companies signed two agreements.

The first, which we have already reported, contains the technical document for the Single Construction Report (DUE) while the second provides for a series of extraordinary measures to support workers and their families.
Let’s analyze this latest agreement in detail.

The early retirement fund

According to the Agreement of 8 October 2025 (signed by ANCE, ANAEPA-CONFARTIGIANATO, CNA-COSTRUZIONI, FIAE-CASARTIGIANI, CLAAI-EDILIZIA, LEGACOOP PRODUZIONE Eservizi, AGCI-PRODUCZIONE E LAVORO, CONFCOOPERATIVE LAVORO Eservizi, FENEAL-UIL, FILCA-CISL and FILLEA-CGIL) the The early retirement fund continues to operate with the pension advance and the increase of a further 1 percent of the gross salary for workers already registered or who will voluntarily join with their contribution to the contractual supplementary pension funds, as per the Minutes of Agreement dated 21 September 2023, and which are intended to be renewed, with the document signed last 8 October, from 1 January 2027 to 31 December 2029, also with reference to the changes made to the Regulations of the Early Retirement Fund.

The resources accumulated in the Fund at the territorial Building Funds / Edilcasse will be used, the agreement provides, until exhausted, in each territorial Building Fund / Edilcassa according to the provisions of the current regulation. Once the resources have been exhausted by the local authorities, requests for early retirement must be sent to the National Fund.

The extraordinary benefits of the early retirement fund

Once the total resources set aside for the National Early Retirement Fund at the CNCE have been identified, according to the Agreement of 8 October 2025, as of 30 September 2025, a total of 30 million euros of the total amount of said resources will be used for “extraordinary services aimed at construction workers in this case”listed below:

  • Study support for the children of construction workers who died following an accident at work;
  • Extraordinary benefit in case of serious pathologies and extraordinary contribution to home support.

These services will have an experimental duration of two years starting from 1 January 2026 and until 31 December 2027.

Study support

The signatory Parties intend to contribute 15 million euros to the Sanedil Fund for a self-management benefit, provided by the Fund itself, aimed at the children of construction workers who died due to accidents at work.

The service, called “Study Support”, will support the entire course of study of the beneficiaries with a fee equal to 1,000.00 euros per month, starting from the student’s enrollment in the first year of secondary school, up to the achievement of the degree diploma (both three-year and master’s degree).

Within three months of signing the agreement, regulations and forms for requesting the subsidy will be prepared, in collaboration with Sanedil.

The Agreement of 8 October 2025 unlocks another 15 million euros for:

  • Extraordinary benefit in case of serious pathologies;
  • Extraordinary contribution to support the House.

Funds of 7.5 million euros are dedicated to each of the two interventions described, valid for the two-year period 2026 – 2027.

Extraordinary service in case of serious pathologies

Without prejudice to the provisions of:

  • Article 39 of the NCLA Ance;
  • Article 76-encore of the Cooperative CCNL;
  • Article 30 of the Artisans CCNL;

the worker who has exceeded the period of retention of the job (behaviour period) foreseen for illness events, is granted the possibility of submitting a specific written request for leave for a maximum duration of six months. Absence is reserved for employees affected by situations of extreme fragility linked to:

  • Oncological diseases;
  • Neoplasms;
  • Severe cardiovascular diseases;
  • Disabling autoimmune diseases.

Medical documentation proving the severity of the pathology must be attached to the written request for leave (to be addressed to the employer).

The National Early Retirement Fund intervenes with a monthly compensation equal to the maximum NASpI unemployment benefit, as identified each year by INPS, for the duration of the aforementioned leave of absence. Within three months of signing the agreement, the regulation and forms for requesting the service will be prepared, as stated in the document, with the support of the CNCE.

Extraordinary contribution to support the House

The Parties signatory to the Agreement of 8 October 2025 intend to support the right to housing for all construction workers. Therefore, to each “construction worker who requests it, a one-off annual contribution of 500 euros will be recognized by the CNC”, we read in the text of the agreement.

The sum in question is expected to cover the rent/mortgage installments and/or the payment of interest, for the two-year period 2026 – 2027, upon written request duly documented with the rental or mortgage contract in the worker’s name. The regulation and the forms for requesting the service will be prepared within three months following the signing of the agreement.

National Ape Fund (Fnape)

Starting from 1 October 2025, the individual regional payment rates of the Casse Edili / Edilcasse al Fnape, currently in force, are reduced by 15 percent, as per the table attached to the agreement.
The signatory Parties agree to meet by July 2026 to monitor the performance of the Fund. Without prejudice to what has been described above, previous agreements on the matter remain unchanged.

Employment Incentive Fund (Fio)

Starting from 1 January 2026 and until 31 December 2027, the payment of the 0.10 percent contribution, payable by employers, to the Employment Incentive Fund, established at each Cassa Edile / Edilcassa pursuant to the respective CCNL, is suspended.
