Disposal and valorisation of public properties: work on the new control room at the MEF has begun

Art. 28-quinquies decree PA2: structure and functions of the control room

Article 28-quinquies of the PA2 decree establishes that the Control Room is established at the MEF with the task of strengthen the administrative capacity of public administrations in the management of state properties. Its role is divided into impulse, coordination and control functions interventions for the valorisation and disposal of public real estate assets. Among the main tasks:

  • Adoption of a multi-annual national program for the management of properties, updated annually and monitored with the involvement of public and private bodies;
  • Editorial team guidelines for the implementation of the program;
  • Collection of investment plans and other documents from the implementing bodies, to periodically monitor the progress of the operations.

The control room is chaired by the Minister of Economy or his delegate and includes representatives of various ministries and public bodieswith the possibility of also involving private entities and organizations with specific interests. In this case the control room will be led by undersecretary Lucia Albano.

A prudent and shared management project

In the course of inaugural meeting of the control room, the Minister of Economy and Finance Giancarlo Giorgetti, commented: “A efficient management of public assets represents a very important activity, particularly in the field of new European budget rules and the achievement of the budget adjustment that the Government has undertaken to achieve in the coming years with the Medium-term budget structural plan”.

The control room is part, as stated by the minister himself, of a “responsible and prudent” approach that the Government has adopted for the management of public finances. “The effectiveness of these actions requires the support and collaboration of all the actors involved, including for encourage the involvement of the private sector“, added Giorgetti, indicating how efficiency and sustainability of public policies are fundamental elements for maintain economic and social stabilityespecially in a global context characterized by continuous challenges and uncertainties.

A system vision for public real estate

“It is the first time that a Government opens the way to national management of all public real estate assets” declared Undersecretary Albano. The Government’s vision in fact aims at a medium-long term projectwhich is not limited to fragmentary interventions but, on the contrary, takes on a unitary and systemic character. “A legislative government has the duty to plan, to carry forward a medium-long term vision, thinking seriously about the development and future of the nation, according to a logic that is not fragmentary or made up of spot interventions, but unitary and systemic,” concluded Albano, highlighting thestrategic importance of the control room for the future of Italy.

Also the President of INPSGabriele Fava – who took part in the establishment of the Control Room in Rome together with the Central Director of INPS Heritage Ferdinando Montaldi – said he was satisfied: “The properties owned by the institutions, both those used and also those vacant, represent a strategic asset both for recovering resources for the budgets of institutions and the State, but also for social initiatives, such as thehousing for the elderly and young students; an idea that I included in my program for INPS and on which I received the confidence of Parliament. The control room represents something new because for the first time it puts all the interested ministries and public bodies around the same tablewith the aim of following a shared model. I thank Minister Giancarlo Giorgetti and Undersecretary Lucia Albano for this initiative which will also allow for constant discussion on common problems and also represents a operational method for dealing with complex real estate situations which involve multiple entities and which is difficult to resolve alone”.

Technical structure and financial resources

To support the activities of the control room, a technical structure composed of a general manager and five officialsas well as a contingent of experts and consultants. The costs are financed with an annual allocation and the members of the Cabin do not receive compensationattendance fees or refunds. The total financing, equal to 1,348,958 euros per year from 2024, it is covered by reducing the Fund established by Law 23 December 2014, n. 190, with the possibility for the Minister of Economy to make the necessary budget changes.
