Energy savings: 3.6 Mtoe in 2023
In 2023, Italy achieved new energy savings equal to 3.6 Mtoeequivalent to the annual electricity consumption of the Lazio and Tuscany regions. These savings represent the 92% of the annual target set by the PNIECset at 3.94 Mtoe.
These results derive mainly from projects launched starting from 2021, in line with the obligations of the European Energy Efficiency Directive (EED III).
Tax deductions: the main savings tool
Tax deductions continued to be the primary driver of energy savings, generating 2 Mtoe in 2023, equal to 56.2% of total savings. However, compared to 2022, there was a decline in savings for the following measures:
- SuperEcobonus: -21.2%
- Ecobonus: -20.4%
- House Bonus: stable at 71 ktoe (-0.9%)
This reduction is attributable to progressive decrease in rates of deduction andattenuation of the effect of the Superbonus.
White Certificates: increase of 28%
White Certificates recorded an increase of 28% compared to 2022with cumulative savings equal to 0.6 Mtoe. In 2023 they were recognized overall 1,029,558 TEE (Energy Efficiency Certificates)corresponding to a saving of 0.46 Mtoe of primary energy.
The main requests were related to projects in the industrial sector (51% of the recognized TEEs), in the networks and transport sectors (41%), and in the civil sector (6%).
Thermal account: savings of 0.3 Mtoe
In 2023 the mechanism returned to 2021 levels, thanks to an increase both in terms of the number of requests presented, 100,450 compared to almost 86,000 in 2022, and in terms of incentives requested, equal to 625.1 million euros, with a 43% increase compared to 2022.
This mechanism has financed interventions for energy efficiency and for the production of energy from renewable sources, mainly in public administrations and in the residential sector.
Energy audits: commitment of companies
Another significant contribution comes from mandatory energy audits for large companies and energy-intensive SMEs. They were presented in 2023 10,241 diagnoses on the part of 5,797 subjects. The energy efficiency measures have led to an overall energy saving of 0.5 Mtoe.
Awareness campaigns also play an important role. These have reached almost 14 million citizenspromoting virtuous behavior in terms of energy consumption.
