The extension to 30 November 2025: reasons and content of the decree

With the DM 28 February 2025, n. 59 (downloadable at the end of the article), published on March 24, 2025 on the portal of the Ministry of the Environment and Energy Safety (Mase), the deadline for submitting requests to participate in the Cacer Decree was officially extended.

The new Despite is set at 30 November 2025. The measure stems from the need to ensure the achievement of the target m2c2-47 of the PNRR, which provides for the installation of at least 1,730 MW of new ability from renewable sources By 30 June 2026with particular attention to the communities and self -consumer located in small municipalities.

The extension takes into account three main factors: the still limited number of requests presented, the failure to exhaust the available resources and the imminent deadline of the previously set term.

In addition, the Ministry has already started interlocutions with the European Commission to define further measures to enhance the measure. In this sense, the extension represents a first concrete step towards a total strengthening of the initiative.

Operational implications and next development

From an operational point of view, the extension to 30 November 2025 offers a Municipalities, natural persons, third sector entities and territorial administrations a significant temporal extension to prepare the necessary documentation and participate in the measure.

The capital contribution expected can cover a part of the investment costs, making adhesion particularly attractive, especially for small municipalities, often in difficulty at financial and organizational level.

The decree clarifies in the premise that the Mase reserves the right to adopt further measures to enhance the initiative, also on the basis of results of the interlocutions with the European Union.
