Funds for the demolition of illegal buildings: the call for proposals has been published

Italian municipalities have a great opportunity to fight illegal construction. From September 16 to October 16, 2024, it is possible to request funds to demolish illegal works thanks to law 205/2017. These contributions are essential to improve the safety of the territory.

But how can you apply and what are the requirements? Here is a guide to better understand how the funds work and how to apply.

Who can apply for funds?

In order to request the funds, the Municipalities must have in their territory buildings or works constructed without a permit or in total non-compliance with the building permit, as provided for by art. 31 of the Presidential Decree 380/2001.

The funds are mainly intended for building abuses with volumes equal to or greater than 450 m³located in specific areas such as:

  • Public or state-owned property
  • Areas at risk of hydrogeological disasters
  • Seismic zones (categories A, B, C, D according to the Ministerial Decree 17/01/2018)
  • Areas protected by Legislative Decree 42/2004
  • Natural areas protected by the Natura 2000 Network

The funds cover the costs of removing and demolishing illegal structures, including technical and administrative costs and waste management.

How to apply

Applications must be submitted online on the official website of the Demolitions Fund (https://fondodemolizioni.mit.gov.it) from 12:00 on 16 September 2024 until 12:00 on 16 October 2024.

It is important to fill out the form carefully and attach all required documentation.

If there are technical or administrative problems during the compilation, the Municipalities can ask for assistance by sending an email to (email protected)specifying the name of the municipality and the type of request (e.g. “Municipality of Rome request for IT technical support”).

Details on contributions and timing

The funds cover up to 50% of the total cost of the interventionas indicated in the initial application. Municipalities must award the works within 12 months of the allocation of funds and complete the interventions within 24 months. If these deadlines are not respected, the contribution will be revoked.

Exclusions from contributions

Not all requests are eligible. The following types of interventions are excluded:

  • Interventions already financed by the decrees of the Minister for Infrastructure and Transport
  • Requests not admitted in previous campaigns or for which the Municipality has requested revocation or waiver
  • Interventions totally financed by other programs or funds
  • Properties subject to pending judgment at the date of submission of the application
