The Thermal Account is an alternative measure to tax deductions that allows you to obtain a non-repayable contribution up to 65% for interventions to replace old systems with energy saving ones. There is no differencefurthermore, regarding the fact that it is first home or other homes available regarding the amount of the contribution. At the moment, therefore, it is much more convenient than the Ecobonus, both for the rate and because the contributions up to an amount of 5 thousand euros are paid within two months of the conclusion of the procedure.
In any case, as required by the Green Homes directive, autonomous boilers are no longer eligible for incentives even with this measure which only use gas. Expected instead new space for biomass plantsnot only boilers but also stoves.
From old to new with cash reimbursement
The rules to be respected for accessing the contribution are those already provided for the Ecobonus, for which the incentives are exclusively recognized for the replacement of an old gas system with hybrid, heat pump, or wood or pellet systems. The replacement of electric water heaters with heat pump water heaters is also facilitated.
However, they are not facilitated the new installations of hot/cold air conditioners (which are still included in the home bonus) and the only case in which the contribution for the new system can be requested concerns the installation of solar collectors for domestic hot water.
Certified disposal and guaranteed maintenance
The application must be submitted within 60 days of completion of the worksa deadline which cannot exceed 90 days from the date of making the last payment. The intervention must be certified by the technician which must certify compliance with the minimum requirements of the new system and certify the disposal of the old one. Among the expenses financed are those for Energy Diagnosis and for the Energy Performance Certificate (APE) when this is required by the procedure, in addition to installation costs and certification costs.
It is mandatory keep the system facilitated for at least five years. Furthermore, during this period, maintenance must always be carried out, under penalty of loss of the incentive and the obligation to repay the sums collected.
Bonus for biomass plants that can be cumulated with local incentives
The 65% contribution is also recognized for the replacement of air conditioning systems with biomass onesand these interventions are among the most popular ones. This is also because the incentive of the Thermal Account which, as mentioned, is an alternative to the tax deduction, is instead combinable with other incentives of a non-state nature. In particular, once the procedure has been completed, it is possible to submit the application for the bonuses provided at regional and local level for the replacement of old generation, and therefore more polluting, wood and pellet systems.
By accumulating the two measurements we arrive at the 100% refund dthe expense incurred.
The catalog of domestic systems
To access the Thermal Account the systems must present specific energy performance characteristics and, in the case of biomass stoves, reduction of emissions, which must be duly certified. On the GSE website it is possible to find a catalog with the list of domestic systems that already meet the required requirements, a catalog updated periodically by the GSE. For those who choose one of those on the list there is a simplified process for submitting the application given in this case the compliance of the technical requirements with the regulatory provisions has been verified in advance by the GSE itself.

The question with the SPID
It’s possible request access to incentive mechanisms directly or through an ESCOi.e. an energy company that takes care of carrying out the entire intervention. If you proceed directly, you must submit the request for granting incentives to the GSE, after having been accredited in the Customer Area.
Installation documentation and expense invoices must be attached.
The amount due is credited in a single solution when the sum is less than 5,000 euros, otherwise in two annual installments.
