The building file: an essential tool for prevention
One of the proposals that emerged from the conference is the introduction of Building filea document that serves as identity card for real estatecontaining all the information relating to the state of health, maintenance and interventions carried out on the buildings. This tool, second Andrea De Maiopresident of the Inarcassa Foundation, would be fundamental to improve the safety and prevention of Italian real estate.
The progressive introduction ofmandatory of the Building File would allow the condition of buildings to be monitored more effectively, while at the same time accelerating the process of digitizing cadastral information. This document could be an important resource for certify the level of safety of the buildings and to plan targeted maintenance or renovation interventions.
The vulnerability of Italian real estate and the need for a census
According to De Maio, Italian real estate is particularly vulnerable due to a series of factors. First, many buildings are too much old and of large sizeelements that make effective and constant maintenance complicated. Furthermore, they have often occurred over the years inappropriate interventions on the properties, which they have got worse their structural conditions.
These factors, combined with theexposure to environmental risks typical of our country, like seismic events And hydrogeological phenomenamake the Italian real estate heritage extremely fragile. It is therefore necessary to act urgently to improve the safety of buildings, especially in the most at-risk areas.
To deal with this situation, De Maio underlined the importance of starting a large real estate censusand at the national level. This would allow us to collect all the information necessary to evaluate the health status of buildings and plan targeted interventions.
The census, accompanied by the introduction of the Building File, would not only guarantee the safety of the buildings, but also improve their energy efficiency. This aspect is particularly relevant in a context in which energy sustainability has become a priority at European and global level.
