Launch of a call for projects on the leasing of heat pumps in renovation

Heat pumps are not developing fast enough to replace existing boilers in individual homes. The government is therefore innovating with an original call for projects.

On May 5, 2026, to start expand your electrification planin particular measure 4 “A turnkey offer of heat pumps to reduce heating bills”, the government has launched a “Call for contributions relating to the launch of a Call for projects on the development of integrated offers on heat pumps”.

Behind the administrative language lies a revolution in the way we can finance heating installations And pay for energy consumption related to heating.

The call for projects notes that “despite a significant increase in aid for heat pumps (PAC), certain barriers to entry remain for their generalization in the stock of existing individual houses. Among the main reasons given, the investment cost, the performance of the equipment and its lifespan“.”To remove these brakes“, the document continues, “the Government intends to put in place, as part of the electrification plan announced by the Prime Minister on April 10, specific support for the development of integrated offers for heat pumps“, including:

– THE replacement of heating and possibly the production of domestic hot water using fossil fuels by an air/water heat pump, made in Europe, including where applicable a domestic hot water tank (DHW) and thermostat control – geothermal and water/water heat pumps are not concerned, nor, it seems, are thermodynamic tanks;

– Financing the remaining costs of the household;

– Monitoring the energy performance of the installed system;

– Equipment maintenance;

– The supply of electricity at a fixed price (excluding taxes) over a minimum period of 3 years, including a management of the CAPpresenting peak/off-peak pricing signals – fixed price offers over 4 years or more will also be accepted.

This support will involve the selection of integrated offers via a competitive call for projects, which will then have a dedicated label“.

The proposals submitted by the candidates must imperatively have an integrated dimension, encompassing the supply, installation of heating production systems and, where applicable, domestic hot water by Air/Water heat pump, as well as the supply of electricity and associated financial engineering.

In order to remove the obstacles to investment for low-income (MO) and very low-income (TMO) households, candidates will include in their offer a financing solution for the remainder over a period of 3 to 4 years. This mechanism may be based on a spread of payments, an Eco-PTZ or any other financial smoothing device. The offer must guarantee stability of the financial burden for the household or a lower expense compared to its previous situation. As such, the overall monthly payment, including reimbursement of the remainder payable by the Air/Water heat pump and electrical operating costs, must be less than or equal to the monthly historical energy expenditure, heating and, where applicable, DHW, of the household, under current gas price conditions for residential consumers.“.

To develop air/water heat pumps in individual homes

As it is worded very precisely, the call for projects clearly indicates that the maneuver only concerns the replacement of fossil fuel boilers – natural gas, fuel oil and gas in tanks – in individual homes. To avoid counter-references, the call for tender installs barriers: monitoring of the energy performance of the installed equipment, expenditure ceiling for the sum of the electricity consumption of the heat pump + financing of the remainder to be paid less than or equal to previous energy consumption. L’offer must contain the upkeep and maintenance of the heat pump, as well as the supply of electricity.

As it is completely impossible for a house with only one dwelling to be supplied by two different electricity contracts, this means that the beneficiary will have to take out an electricity supply contract with the organization which will propose this technical-financial arrangement. In the financial package, this looks like a leasing for a very short period of three to four years, at the end of which the pac will belong to the owners of the house. If necessary, an EEC improvement will be developed for these offers, according to sheet BAR-TH-171 “Air/water type heat pump”.

According to the call for projects, “this measure aims to cover several tens of thousands of PACs, with a minimum of 25,000 PACs envisaged, and intends to generate a ripple effect on the market in the long term“. And the call for projects is particularly aimed at “energy suppliers with an EEC obligation, to delegatees, to HVAC companies and installers, to banking and financial establishments, or even to insurance companies“.

Candidate organizations must, in particular, be able toensure the supply of electricity, design and install heating and domestic hot water production systemsby carrying out the work itself or via a network of subcontracting/qualified local and RGE partners, to ensure preventive and curative maintenance and, finally, to structure and carry out the financing solution for the remainder.

In technical detail, the call for projects indicates that a performance guarantee will be required, covering at least the actual SCOP (seasonal performance coefficient). Furthermore, the pac must be equipped with a thermal energy meter for heatinga thermal energy meter dedicated to the DHW if necessary, temperature probes on the flow and return circuits and a electricity sub-meter exclusively dedicated to heat pump consumption.

A transparent offer for the consumer

On the user side, each month they will receive a summary invoice for the costs of the different contracts constituting the integrated offer, which would be less than or equal to the household’s monthly gas expenses. The calculation will be made based on historical consumption and for fixed assumptions. For at least three years, the price of the electricity supply contract (€/MWh) will be fixed, excluding any changes to the regulatory framework/taxes/network tariffs/etc. At any time and free of charge, in application of the consumption and energy code, the residential consumer could change their electricity supply contract if they wish.

In the event that the consumer changes supplier, the summary invoice would only concern the financing of the CAP and maintenance with a performance guarantee.

The players, individually or as part of a group, who can be labeled as trusted third parties and possibly benefit from an EEC bonus adapted to offer this offer, will be selected through a call for projects. This AAP, operated by ADEME, should make it possible to label the first players in the summer, so that the offer can benefit households wishing to change their heating before winter. It is also considered, “with regard to the variations observed in the purchase and installation prices of heat pumps“, that the response to the AAP includes a description of the heat pump models that will be offered in the offer, with their technical specifications and a breakdown of the purchase and installation prices, where applicable justified by quotes. This last point is crucial. It comes down to the fact that the pac manufacturers will themselves have to offer some kind of guarantee of proper functioning to the holders of the offer. The State may cap the total amount retained for the equipment and its installation in order to calibrate the possible bonus.

Responses to the call for projects will be received until May 20.

Coincidence, also on May 5, BNP Paribas Leasing Solutions and Carrier announced their association to deploy a strategic equipment financing offer on a European scale – France, Germany, United Kingdom, Spain, Portugal, Italy, Austria, Belgium and the Netherlands – HVAC equipment (Heating, ventilation and air conditioning) for commercial use, offered by Carrier to its business customers. In Carrier’s mind, it is about facilitating access for tertiary customers to the most advanced systems, without waiting for their existing equipment to reach the end of its life.
