This manual is the evolution and update of the eBook “Save Home Decree: commentary, guide and technical-legal reflections” by the same authors, profoundly revised and updated to the state of the art of legislation and jurisprudence. This is a practical manual for rapid consultation and in-depth analysis of building and urban planning checks and checks to be carried out in the preliminary design phases of building interventions on existing buildings: – building procedures, – verification of compliance, – analysis of constraints, – planning of complexities, – identification of critical issues. The two authors, Andrea di Leo, a lawyer expert in administrative law, with particular regard to the urban-building sector but not only, and Marco Campagna, a technician passionate about the theory but also and above all the practice of administrative procedures: develop this manual to give the reader a vision of the building and urban planning discipline as broad and clear as possible, both as regards the more strictly practical field, but without forgetting that, in Italy, every building application, even what may appear simplest is in truth dominated by a large set of rules that monitor the most disparate areas. He is currently a member of the Urban Planning Commission of the Order of Engineers of Rome, trainer and teacher in various professional refresher and in-depth courses at the same Order and at other institutions. Andrea Di LeoAvvocato, works in administrative law, with particular reference to the urban planning and construction sectors, also in relation to constraints profiles. It also deals with the regulatory and administrative profiles relating to hospitality, trade and administration, public procurement as well as the administrative and regulatory profiles of innovative sectors (startups, sharing economy, mobility and transport). He carries out teaching activities (as part of university master’s courses) and training. He is a member of the Italian Society of Administrative Lawyers and Co-founder of Legal Team.
