PNRR and construction: planned interventions, how to access and Saint-Gobain solutions

Emma Potter

The PNRR (National Recovery and Resilience Plan) was born in response to the economic crisis caused by the COVID-19 pandemic.

The PNRR is based on two main pillars: recovery, provides for a series of investments and reforms to restart the Italian economy, making it more competitive; resilience, provides a series of interventions to make the Italian economy more resilient to future challenges, seizing the opportunities offered by the green and digital transition.

MISSION 2 of the PNRR, “Green Revolution and Ecological Transition”includes among its components that of”Energy efficiency and redevelopment of buildings” (COMPONENT 3) contemplated in the following measures:

  • improving the efficiency and safety of public buildings;
  • energy requalification and anti-seismic adaptation;
  • development of district heating systems.

PNRR and construction: what interventions are planned and how to access

In the construction sector, the interventions envisaged by the investments are:

  • for energy efficiency:
    • thermal insulation on the casings;
    • replacement of windows and doors;
    • installation of efficient heating and cooling systems;
    • installation of photovoltaic panels and other systems for the production of energy from renewable sources;
  • for seismic safety:
    • seismic adaptation interventions;
    • seismic improvement interventions;
    • localized strengthening interventions.

Saint-Gobain solutions for the PNRR

Saint-Gobain Italia created the document “Saint-Gobain solutions for the PNRR”, which contains an overview of the main Saint-Gobain brand solutions capable of satisfying the criteria set by the PNRR.

Among the main proposals there are different systems for flat and pitched roofs, such as Saint-Gobain Roof System Total Protectionwhich offers thermal-acoustic insulation and waterproofing with a life expectancy of 25 years (ETA European Technical Assessment), and Roof System California BT2solution for high SRI flat roofs, certified both new and post-aging, with BROOF(t2) external fire resistance performance. Another solution developed for walkable flat roofs, with high mechanical resistance, is Roof System S 30 Forte.

For all these three solutions Bureau Veritas Italy carried out atechnical certificate of conformity of the Roofing Saint-Gobain Italia systems to the UNI 8178/2:2019 (design indications for continuous roofing) and UNI 8178/1:2019 (design indications for discontinuous roofing) standards.

Regarding seismic safety, the webertec anti-tipping device combines structural mortar and fiberglass mesh to stabilize buildings.
