From November 2024, Italy takes a significant step towards optimizing the labor market with the introduction of the platform Siisl (Information system for social and working inclusion).

What is the Siisl system and how it works
The Information system for social and working inclusion (Siisl) is a digital platform developed by the Ministry of Labor and managed by INPS, designed to revolutionize the way supply and demand for work and training meet in Italy.
The system was created to support work inclusion, encouraging the reintegration into the labor market of unemployed and unemployed people, and improving the quality of human resources available to businesses. Its operation is based on an integrated infrastructure that centralizes the data of citizens, companies and training institutions, thus optimizing the management of information relating to job offers, vacant positions and available training courses.
From 24 November 2024, all those who apply for unemployment benefit (Naspi or Dis-Coll) are automatically registered on the platform through the data provided by INPS.
Once the application is accepted, beneficiaries must complete a digital registration process within 15 days, which includes updating their curriculum vitaethe subscription of digital activation agreementand the definition of a personalized service agreement with the Employment Centre. This pact, tailor-made for each individual, identifies the orientation, training or work paths best suited to the individual’s skills and aspirations.
For employers, Siisl represents an opportunity to access a vast pool of candidates, facilitated by the use of artificial intelligence which guarantee an optimal intersection between the requested and available profiles. The platform also integrates training offers, including those relating to non-curricular internships, published by regional and training bodies.
Vacancies remain visible for up to two months, during which time companies can find suitable candidates and close the position.
Starting from 18 December 2024, the system will be extended to all citizens, including foreigners, who will be able to voluntarily register and use Siisl to upload your CV and search for job or training opportunities. This flexibility and openness make Siisl not only a tool for the unemployed, but a support for anyone who wants to improve their career prospects, creating an inclusive and interactive ecosystem for the Italian job market.

Obligations and sanctions for beneficiaries of subsidies
Recipients of subsidies such as Naspi And Dis-Coll must comply with specific obligations to maintain the right to unemployment benefits. The Siisl system introduces a more rigid regulatory framework which aims to encourage active commitment to job searching or participation in training courses. Beneficiaries are required to:
- Participate in training and orientation courses: These paths are essential to improve your skills and align with the needs of the job market.
- Sign the Digital Activation Agreement: This step, mandatory within 15 days of registering on the Siisl platform, involves the compilation of an updated CV and the definition of a personalized path for re-employment.
- Accept suitable job offers: Refusing a job offer suited to one’s skills and experience leads to the loss of unemployment.
Failure to comply with these obligations may lead to progressive sanctionsdefined by the implementing decree of the Ministry of Labour:
- First miss: The deduction of a quarter of the monthly allowance.
- Second failure: The loss of the entire monthly payment.
- Third flaw: The definitive forfeiture of the right to benefits and the state of unemployment.
The sanctions also apply if the beneficiary does not show up for appointments at the Employment Center without a justified reason. Additionally, refusal to participate in training or orientation courses may result in immediate loss of benefits, starting with the first violation.
This system aims to empower beneficiaries, encouraging greater active participation in job searching and preventing any abuse of support measures.

How to register on the Siisl Platform
Registration on the platform Siisl occurs automatically for those who apply for unemployment via Naspi or Dis-Coll. Once the request has been accepted, the beneficiary’s data is transferred from INPS to the platform.
From the moment of acceptance, the user has 15 days to access the portal and complete the activation procedure.
This includes several key steps:
- Access to the platform: You must log in to the system using your SPID, CIE or CNS credentials.
- Curriculum vitae update: You must upload or modify information relating to your professional profile, making it updated and detailed.
- Digital activation agreement: The user must sign this agreement, which represents the first step towards defining his/her work or training path.
- Drafting of the personalized service agreement: This agreement, which will be finalized together with the Employment Centre, serves to plan the objectives and steps necessary for reintegration into work.
Starting from 18 December 2024, registration will also be open to Italian and foreign citizens who, on a voluntary basis, will be able to register on the portal by uploading their curriculum vitae and accessing the available opportunities, without the need to receive a subsidy.
This mechanism makes Siisl accessible and useful for a wide range of users, promoting inclusion and interaction between the labor market and candidates.
