The decree governing VAE applied to building craftsmen “is in the pipeline”

The decree allowing simplified access for building craftsmen to energy renovation projects will be signed “very quickly” for implementation “at the beginning of 2027”, indicated the Minister of Cities and Housing.

Long awaited by professionals, the future decree on the validation of acquired experience (VAE) in construction enters its final phase. The ambition is clear: remove barriers to access to energy renovation projects for craftsmenin simplifying obtaining the RGE qualificationwhich has become essential in a highly tense market.

Open the renovation market more widely

Speaker during theCAPEB general assemblyTHE Minister of the City and Housing Vincent Jeanbrunconfirmed that the decree governing VAE applied to building craftsmen “is in the pipeline“, for a targeted entry into force”very early 2027“.

In a context of housing crisis which he describes as “absolutely major“and even”planetary“, he insisted on the strategic nature of this measure. According to him, it responds to a strong expectations from craftsmencalled upon to play a key role in the ecological transition, by helping to reduce household energy bills while accelerating the renovation of the park.

An expected simplification in the face of a system considered too restrictive

On the professional side, the announcement is received with caution but hope. Jean-Christophe Repon, president of CAPEBremember waiting for this text since “two years“and relies on its leverage effect to”truly boost market access” of energy renovation.

In an environment marked as much by the complexity as by the rigidity of EGR devicethe reform is seen as a “major breakthrough“. The number of qualified companies has been declining since 2021, mechanically limiting theaccess of craftsmen to construction siteseven as needs explode. Today, only 54,000 companies have RGE qualification out of more than 526,000 players in the sector, a ratio considered insufficient given the nearly five million homes considered to be thermal sieves.

The future RGE-VAE system aims to promote field experience. Concretely, a company will be able to obtain qualification via a simplified procedure, on the basis of three audited and compliant projects, thus opening a more fluid access path adapted to the operational realities of the sector. © Freepik
