Lists of documents

In the lists of documents organized below, based on those to be prepared for the tender (design and execution of the works) and those foreseen for the two design levels, the following are indicated:

• existing documents for which integration is required;
• the newly defined documents that must be prepared by the designer.

This clarification of the documentary framework of the project also including the documents and specifications relating to the CAM is confirmed by ruling 919/2026 of the Council of State, which established the irregularity of the tender lacking these specifications.

Intervention planning phase

• a) specific additions to the Design Guidance Document (Chapter 1.3.3 of Annex 1 to the Ministerial Decree 24/11/2025).

Specifications for the tender documents for the design and execution of the works

• b) reward criteria for the awarding of works for building interventions (Chapters 3.2.1 and following of Annex 1 to the Ministerial Decree 24/11/2025);
• c) criteria for the joint assignment of design and works for building interventions (Chapters 4.1 and following of Annex 1);
• d) rewarding criteria and competence requirements applicable to designers and construction site personnel (Points 2.6.1 and following of Annex 1 to the Ministerial Decree 24/11/2025);
• e) integration of the life cycle assessment (LCA – Life Cycle Assessment) and the assessment of life cycle costs (LCC – Life Cycle Costing) which fall within the award criteria 1.3.2 of Annex 1 to the Ministerial Decree 24/11/2025).
• f) contractual clauses for tenders for building interventions;
• g) rewarding criteria for the awarding of construction works;
• h) criteria for the joint assignment of design and works for building interventions;
• i) contractual clauses.

Documents of the technical-economic feasibility project (art. 6, paragraph 7, Annex I.7 to Legislative Decree 36/2023)

1. general report;
2. New CAM document – technical report and documents for the application of the reference minimum environmental criteria (CAM);
3. technical report, accompanied by findings, assessments, investigations and specialist studies;
4. preventive verification report of the archaeological interest (article 28, paragraph 4, of the cultural heritage and landscape code referred to in legislative decree 22 January 2004, n. 42, and any direct investigations on the ground, also digitally supported through the procedure referred to in Annex I.8;
5. environmental impact study, for works subject to environmental impact assessment, hereinafter «EIA»;
6. sustainability report of the work;
7. plano-altimetric surveys and state of consistency of the existing works and those interfering in the immediate vicinity of the work to be designed;
8. information models and related specialist report, on information modeling in the cases provided for by article 43 of the code;
9. graphic drawings of the works, in the appropriate scales, integrated and consistent with the contents of the information models, when present;
10. estimate of the work;
11. project economic framework;
12. general economic and financial plan for the works to be carried out through public-private partnership;
13. timetable;
14. safety and coordination plan, aimed at protecting the health and safety of workers on construction sites, pursuant to Legislative Decree 9 April 2008, n. 81, as well as in application of the current trade union agreements on the matter;
15. in the case of an integrated contract pursuant to article 21 of this annex, the information specifications in the cases provided for in article 43 of the code;
16. preliminary maintenance plan for the work and its parts;
17. preliminary geotechnical and structural monitoring plan;
18. for works subject to EIA, and in any case where required, preliminary environmental monitoring plan;
19. parcel plan of the areas to be expropriated or to be acquired, where relevant.

Documents of the executive project (art. 22, paragraph 4, Annex I.7 to Legislative Decree 36/2023)

1. general report;
2. New CAM document – CAM report which is added to the other project reports (Chapter 2.1.1 of Annex 1 to the Ministerial Decree 24/11/2025);
3. specialist reports;
4. graphic drawings, including those relating to structures and systems, as well as, where applicable, drawings relating to environmental mitigation, environmental compensation, restoration and environmental improvement;
5. calculations of the executive project of the structures and systems;
6. maintenance plan for the work and its parts;

• CAM integration – Maintenance plan, additions 2.3.16 of Annex 1 to the Ministerial Decree 24/11/2025);
• CAM integration – Monitoring program for checks and reduction of radon (maintenance plan) – (Chapter 2.3.11 of Annex 1 to the Ministerial Decree 24/11/2025);

• CAM integration – contractual clauses for tenders for building interventions (Chapters 3.1.1 and subsequent of Annex 1 to the Ministerial Decree 24/11/2025);
• CAM integration – the special tender specifications must integrate the contractual clauses Chapter 2.1.2 of Annex 1 to the Ministerial Decree 24/11/2025);
• CAM integration in the special tender specifications of the reference standards for additional environmental information relating to the percentage of content of recycled, recovered and by-product material (Chapter of Annex 1 to Ministerial Decree 24/11/2025);
• CAM integration – in the special tender specifications – technical specifications at a territorial and urban planning level;
