- The incentive will cover the 100% of eligible expenses for interventions carried out on buildings for public use located in municipalities with a population of up to 15,000 inhabitants. This measure aims to support smaller towns, often penalized by the lack of resources for structural energy efficiency interventions.
- Includes interventions on school buildings, hospital facilities and others health facilities – including residential, care and hospitalization facilities belonging to National Health System. This provision aligns with the provisions of Legislative Decree 104/2020, offering direct support to strategic sectors for collective well-being.

Access to incentives through energy communities
A significant innovation concerns the possibility of accessing incentives through energy communities and configurations of self-consumption. This option allows both public administrations that private individuals can come together to produce and share energy from renewable sourcesoptimizing costs and promoting sustainability.

The role of the GSE and the transitional period
To ensure effective management of the incentives provided by the Thermal Account 3.0The GSE (Energy Services Manager) will be responsible for updating the portal through which it will be possible to submit requests. This update will take place within 30 days from the entry into force of the decree, thus facilitating access to incentives for all interested parties.
Furthermore, a transitional period for them public administrations. During this phase, some provisions of the previous ministerial decree of February 16, 2016 will remain applicable, allowing a gradual transition towards the new rules introduced by Conto Termico 3.0. This choice is aimed at avoiding operational blocks and allowing progressive adaptation to the new provisions.
