The purposes of the bill
In the introduction of the presentation of the proposal, the main intent is clearly expressed: put an end to fragmentation and regulatory stratification which currently characterizes the construction sector. The goal is to return to public administrations, economic operators, professionals and citizens an organic regulatory framework, coherent and updated, capable of responding more effectively to the needs of the sector.
The current regulatory structure, in fact, presents itself inomogeneous, with sources of various levels – often overlapping or in contrast to each other – which complicate the interpretative and application of the building rules.
New TUC: an improof necessity
The bill is configured as an intervention considered now necessary. The reasons of urgency reside in the growing complexity of the authorization procedures and in the critical issues found daily in the management of building proceedings.
These difficulties, in addition to slowing down the administrative procedures, generate legal uncertainty and bureaucratic burdens that negatively affect the entire construction sector, one of the national economy engines.
Structure and content of the proposal
The proposal presents Two articles. These define: the principles and guiding criteria of the legislative delegation to the government; the timing within which legislative decrees must be adopted; the methods of coordination with regional regulations.
Towards a new regulatory framework for construction
The proposal presented by the Hon. Mazzetti fits into a more large process of rationalization and modernization of Italian construction law. If approved, the delegated law could mark the start of the drafting of a new Consolidated constructions textwhich would update and replace the current regulatory system, dating back largely to Presidential Decree 380/2001, now exceeded from different profiles.
An initiative that could have a significant impact on the administrative efficiency and competitiveness of the building sector.
