The reform of Consolidated Law on Construction (Presidential Decree 380/2001) it is considered indispensable to overcome a fragmented regulatory system that is inadequate to contemporary needs. During the meeting the need for one emerged organic review to simplify construction procedures and harmonize regional regulations with municipal ones.
The Consolidated Law, in force for over twenty years, results obsolete with respect to the current needs of sustainability, urban regeneration and technological innovation.

The day was attended by parliamentarians, regional councilors and councilors, including Maurizio Gasparri, Erica Mazzetti And Pasquale Ciacciarelliwho accepted the Orders’ proposals. A shared desire has emerged to simplify and standardize urban planning regulations, overcoming misalignments between regional laws and municipal instruments.

The debate delved into the implications of “Save Home” decree and its implementation in different regions. Even in the Lazio regionthe proposal of regional law n. 171 of 2024 aims to simplify procedures and harmonize them with the national regulatory framework.
Participants highlighted the need to clearly define the notion of building renovationovercoming regulatory gaps which hinder urban densification interventions. Public investments and tax incentives will be crucial to attract investors, especially in peripheral areas. Furthermore, participatory processes have been indicated as fundamental tools for involving local communities.
