The challenges faced by technicians
The survey, carried out on a representative sample of surveyors, highlights that the 57% of professionals worked on interventions related to Super bonus in the last three years, while the81% he dealt with jobs facilitated by ordinary bonuses. However, theupdating of cadastral income interested only part of the work carried out.
Mirco Mionpresident of Agefis, underlines:“Despite the high number of works carried out, the adjustment of cadastral income was of interest only a limited part of the interventions. The main difficulties are the lack of regulatory clarity and the resistance of the owners, who they fear price increases“.
This resistance is based primarily on the perception of an increase in the tax burden, although increases in annuities have often been contained.
The impact of cadastral updates
According to the survey, 81% of technicians found that the increments of the cadastral income deriving from the updates were less than 25%. Despite this, owners’ perceptions are often negative, further complicating the compliance process. However, updating your annuities is essential to ensure a correct representation of real estate value and insure tax equity.
The economic impact for end customers is perceived as moderate or marginal by the majority of survey participants. Adjusting cadastral income means ensuring that the tax system effectively reflects the characteristics of the properties, avoiding inequalities and situations of unfairness.

- customer resistance: owners fear tax increases, slowing down adjustments;

There digitalisation emerged as a positive factor: for 45% of technicians, it has significantly simplified the cadastral processes. However, further investments are needed to further improve the efficiency of the system.

These tools are essential to ensure transparency in real estate transactions and technical checks. Currently, excessive bureaucracy, such as the need for a formal delegation from the owner, represents a significant obstacle.

A necessary revision of cadastral income
The investigation shows that the 45% of technicians are in favor of a general review of cadastral income to align them with current market values. This update is considered essential to ensure greater tax fairness and correct valuation of properties.
Mirco Mion says: “a system that is more in line with the real value of real estate assets would not only make the system fairer, but would also help to improve urban planning ea enhance building interventions“.
