Energy Release 2.0: the GSE tender has been published and the E-Release portal is active

What does the Energy Release 2.0 call establish

The announcement determines:

  • The volume of electricity available to the GSE within the limits of expected production, including the relevant Guarantees of Origin;
  • The transfer profile contractual energy subject to advance payment by the GSE;
  • The transfer pricedetermined taking into account the efficient unit cost of producing renewable energy from plants of an efficient scale size that use competitive mature technologies;
  • the access method of energy-intensive end customers, even in aggregate form, for the purposes of participation in the assignment procedure carried out in implementation of theart. 4 of the Decree;
  • the criteria for determining the new capacity of generation from renewable sources which must be carried out, also through third parties, by energy-intensive end customers, based on the volume of electricity covered by the advance contract, on the basis of the commitment undertaken pursuant to thearticle 4, paragraph 1, letter c) of the Decree;
  • The schedules of the advance and repayment contracts and the required guaranteesbased on the criteria set out in the articles 5 and 7 of the Decree.

Who can access the incentives?

The procedure is specifically aimed at energy-intensive customersi.e. those companies that consume large quantities of electricity.

These individuals can participate individually or through an aggregation and to do so they must be registered in the list of companies with high electricity consumption established by the Cassa per i Servizi Energetici e Ambientali (CSEA). Companies in the preliminary investigation phase for registration are also eligible and will therefore be able to benefit from the announcement as long as they complete their registration within the established timeframes.

How to submit the expression of interest

Energy-intensive end customers interested in participating in the assignment procedure must:

  • register on the GSE Customer Area and sign up for the service “Energy Release 2.0”;
  • use the appropriate functionality for sending the expression of interest in the form of a declaration in lieu of an affidavit.

The E-Release portal for sending expressions of interest is active from November 14, 2024 at 12:00. The deadline for sending the expression of interest is set at January 13, 2025 at 12:00.

The GSE will be able to accept the expression of interest only if the operator has proceeded to
payment of the deposit
. For the payment of the deposit, of an amount equal to 10 thousand euros.

Advance and Refund Contracts

In the expression of interest, the operator must indicate theenergy required in MWh/year. For the assignment, the volume considered will be the lowest among consumption recorded in 2024 (communicated by CSEA to the GSE) and the requested value.

In the case of aggregation, the lesser of the volume of energy requested by the aggregator and the sum of the participants’ consumption will be taken into account. If the assignment is lower than the minimum threshold required, the expression of interest is excluded and the deposit returned. Energy is allocated proportionally up to a maximum of 23 TWh/year. Any unallocated volumes remain with the GSE.
