EU Regulation 2024/3110 on construction products is in force

Date of entry into force and operational application

Although the regulation is technically effective January 7, 2025its contents are fully applicable starting from 8 January 2026.

This time interval allows economic operators and public bodies to familiarize themselves with the new provisions and adapt their processes.

Main new features of the regulation

Here are the main changes in force.

  • Digital transition and environmental sustainability
    The new legislation promotes the digitalisation of the sector and greater attention to environmental sustainability. These transitions are supported by specific provisions for the use of digital tools and by rules to ensure compliance with EU environmental objectives.
  • New definition of construction product
    The definition of construction product has been broadened. It now includes any physical item, including those manufactured by 3D printing, intended to be permanently integrated into construction works, with the exception of items that must be integrated into other kits or products before being used.
  • Introduction of the digital product passport
    Chapter X of the regulation introduces the concept of a digital product passport. Although the operational details are postponed to a future delegated act, it is already established that this document must include essential information such as the declaration of conformity, indications on safety, environmental performance and recycling data. This information must be accessible for at least 25 years.
  • Public procurement and sustainability requirements
    Chapter XII focuses on public procurement, imposing compliance with minimum environmental sustainability requirements. This provision recalls what is already provided for by the Italian regulations on Minimum Environmental Criteria (CAM), but aims to standardize these requirements at a European level.

Particularly relevant is Annex IX dedicated to evaluation and verification systems, which implements the 3+ rating system introduced by EU Regulation 2024/2769, aimed at improving the transparency and efficiency of checks.

Conclusions and future prospects

EU Regulation 2024/3110 updates the regulatory framework to today’s technological and environmental needs. However, the full effectiveness of the measure will depend on theadoption of practical and specific regulations in the coming years.

Only then will it be possible to more precisely assess the impact of the new regulation on the markets and operators in the sector.
