From 2025, accessing land registry and mortgage data will be simpler and freer. The Revenue Agency, with a new provision published at the end of 2024, has eliminated IT management costs and introduced a more efficient digital system.

These changes, the result of legislative decree no. 139/2024, aim to make services more accessible for citizens, professionals and public bodies.

Free access to cadastral databases

Among the main innovations introduced by the provision of 30 December 2024 is theelimination of charges of IT management for consultation of cadastral databases. This means that, starting from 1 January 2025, anyone will be able to access cadastral data for free without having to pay the contributions previously required for the maintenance and implementation of digital systems.

Access will be made available through the reserved area of ​​the Revenue Agency website, upon registration and acceptance of the general conditions of use. The free nature of the service was designed to encourage the use of digital platforms, improving accessibility to data both for private citizens and for professionals, such as technicians and notaries, who frequently use this information for their work.

Despite the elimination of costs for cadastral data, the consultation of cadastral data remains specifically regulated mortgage databases. In this case, access could involve the payment of taxes established by law, which will be managed through an electronic system integrated with the portal.

New agreements for public bodies and personalized services

The provision also introduces important innovations for public administrations and institutional bodies. Starting from 2025, it will be possible to stipulate new agreements between the Revenue Agency and these bodies, with the aim of guaranteeing personalized access to cadastral and mortgage databases for institutional purposes.

This service will not entail additional costs, promoting greater operational continuity and optimization of administrative processes.

Public administrations will be able to continue to use the Massive Data Interchange – Territory Services (SMIDT), a dedicated channel that guarantees the interoperability of cadastral and mortgage information. Furthermore, Municipalities will be able to use the Portal for Municipalities, an electronic tool that allows quick and secure access to data relating to the ownership of real rights on real estate. This system is essential to facilitate the work of local authorities in managing the territory and applying taxes.

The main objective of these agreements is to simplify access to data and improve the efficiency of public administrations, providing them with adequate tools to respond to the growing needs of citizens and to support institutional activities related to land management.

Operating rules and transitional provisions

To ensure a smooth transition to the new system, the provision introduces specific operational rules and transitional provisions. From 30 December 2024, the telematic consultation services currently provided on a conventional basis at the decentralized cadastral offices will continue to function without interruptions, unless otherwise indicated by the body involved. This measure ensures the continuity of the service, avoiding inconvenience for users.

The agreements already in force will be valid until 30 June 2025, or in any case until new agreements are signed or alternative access methods are activated. Furthermore, the surety policies and security deposits previously required as guarantees for the agreements will be released, further simplifying the administrative process.

From January 1, 2025, the new operating rules will officially come into force. These changes represent a further step towards the efficiency and modernization of land registry and mortgage services, adapting them to the needs of a public system increasingly oriented towards digitalisation.
